(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent
Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.
(d) Contract award. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the
Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(e) Debriefings. If a post award debriefing is given to requesting Offerors, the
Government will disclose the following information, if applicable:
(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.

ADDENDUM TO PROVISION 52.212-1
The following instructions supplement the provision at FAR 52.212-1. In the event of conflict between the basic provision and this Addendum, the Addendum takes precedence.
1. General and Award Structure
The Government intends to award multiple Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts in accordance with RFO FAR Subpart 16.5 and the multiple-award preference at RFO FAR 16.504-3. Offerors are notified that the Government intends to evaluate and make award decisions on a CLIN-by-CLIN or item-by item basis for the IDIQ.
Offerors may submit quotations for any individual CLIN, a combination of CLINs, or all CLINs listed in the solicitation. If an offeror restricts its quotation to an 'all-or-none' basis (i.e., conditioning the pricing of one CLIN on the award of other CLINs), the offeror must explicitly state this restriction on the first page of its quotation. Be advised that 'all-or-none' quotations may be excluded from evaluation if the restriction prevents the Government from structuring multiple awards in its best interest.
• Contract Type: All task orders issued under the resulting contracts shall be Firm-
Fixed-Price (FFP) in accordance with RFO FAR 16.202.
• Guaranteed Minimum: The guaranteed minimum order value over the life of the contract, inclusive of all option periods, is $9,000.00.
• Maximum Ceiling: The cumulative maximum ceiling value of all task orders issued to all awardees under this IDIQ, inclusive of all option periods, is TBD after contract award.
• Ordering Period: Consists of a twelve (12) month base period, one (1) twelve (12) month option period, and a six (6) month extension under FAR 52.217-8. Deliveries or task order performance shall not exceed March 6th, 2030 (FAR 52.216-22(d)).
2. Submission Format and Volumes
To facilitate an efficient and unbiased evaluation, Offerors shall submit their quotations in three (3) separate and distinct volumes.
Sanitized Copy Requirement: For Volume I (Technical) and Volume II (Past
Performance), Offerors must submit both a regular version and a sanitized version. The sanitized copy must have all company-identifying information (such as names, logos, corporate colors, and explicit references that reveal corporate identity) completely removed while retaining full technical substance. Pricing information must only appear in Volume III.
VOLUME I: FACTOR 1 – TECHNICAL CAPABILITY
The Offeror must have an active registration, including completed representations and certifications, in the System for Award Management (SAM) at www.sam.gov in accordance with RFO FAR 4.203-1. The Technical Volume shall address the following areas:

52.212-2 Evaluation—Commercial Products and Commercial Services
(a) Evaluation factors. The Government will award one or more Indefinite-Delivery
Indefinite-Quantity (IDIQ) contracts resulting from this solicitation to the responsible
Offeror(s) whose offer conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. Offerors are notified that the
Government intends to evaluate and make award decisions on a CLIN-by-CLIN or item-by-item basis. Offerors may submit quotations for any individual CLIN, a combination of
CLINs, or all CLINs listed in the solicitation. If an offeror restricts its quotation to an 'all-or-none' basis (i.e., conditioning the pricing of one CLIN on the award of other CLINs), the offeror must explicitly state this restriction on the first page of its quotation. Award will be made in accordance with RFO FAR Part 12 and FAR 16.504 procedures.
The following factors will be used to evaluate offers:
1. Factor 1: Technical Capability
2. Factor 2: Past Performance
3. Factor 3: Price
Evaluation factors other than price when combined are significantly more important than price.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The
Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government reserves the right to make a single award if it determines that only one Offeror is capable of providing the services at the level of quality required.
(End of provision)
ADDENDUM TO PROVISION 52.212-2
The following guidelines supplement the evaluation procedures under FAR 52.212-2:
FACTOR 1: TECHNICAL CAPABILITY
The Technical Capability factor will be evaluated as an integrated assessment of the
Offeror's capability to deliver the academic services as specified in the PWS. Technical proposals will be assigned one of the following adjectival ratings:
Rating Description
Acceptable The quotation meets all the requirements of the solicitation and indicates an adequate approach and understanding of the PWS requirements. Risk of unsuccessful performance is no worse than moderate.
Unacceptable The quotation does not meet the requirements of the solicitation, contains one or more deficiencies, and is not awardable.
The Government will evaluate the following technical elements to determine acceptability:
1. Institutional Accreditation: Verification of current regional accreditation recognized by the U.S. Department of Education.
2. Programs of Study and Curriculum Content:
- Complete review of the submitted curricula for all four (4) emergent technology programs. The Government will verify that the proposed curriculum for each course is academically rigorous and aligns with all training requirements specified in PWS Part 5.
- Assessment of the five-course AMDR sequence, including the 3D modeling hands-on exercises and capstone military-need validation.
- Assessment of the 10-week Data Analytics structure, including Excel competency, stats, and the feasibility of student-generated MVP visualizations built on Army Vantage.
- Assessment of the Edge Coding logic-building, web design, and Java competency approaches.
- Assessment of the UAS curriculum covering PWS 5.2.5.2 through 5.2.5.4.
3. Additive Manufacturing Lab Equipment: Evaluation of the polymer and metal
AM systems available for instruction to ensure students gain experience on machinery comparable to the Stratasys F370CR and Xact Metal XM200g. The
Government will evaluate the submitted photographs of the laboratory facilities to verify the layout, physical presence of active equipment, workspace adequacy, safety protocols, and general readiness to conduct hands-on laboratory exercises.
4. Physical Location: Verification that the academic campus facility lies within a twenty (20) mile radius of Fort Hood, Texas. The Government will evaluate submitted photographs of classroom facilities to assess their adequacy and configuration for hosting training cohorts.
5. UAS Live Flight Safety: Evaluation of the safe flight academic planning and coordination methods at the Fort Hood (FHTX) UAS Training Academy.
6. Key Personnel & Instructor Network Compliance: Verification that the proposed PM and Alternate PM possess the required degrees and 5 years of program management experience. Verification that instructors possess the academic credentials specified in PWS 1.10. Validation of written agreement to meet CAC, NIPRNet, and Army Vantage training timelines.
7. Task Order Responsiveness: Soundness of the stand-up timelines and concurrent cohort management strategies.
8. Quality Control: Soundness of the quality assurance system to meet acceptable quality levels (AQL) listed in PWS Technical Exhibit A.
FACTOR 2: PAST PERFORMANCE
(a) The Offeror shall submit up to three (3) references for contracts or academic delivery efforts performed within the last three (3) years that are relevant in scope, magnitude, and complexity to this requirement. Relevance includes delivery of accredited technical instruction to adult learners, cohort-based instruction, or instruction in any of the four programs of study.
(b) For each reference, provide: customer name and organization; point of contact name, telephone number, and email address; contract or agreement number (if applicable); dollar value; period of performance; and a brief description of the work performed and its relevance to this requirement.
(c) The Government may consider past performance information from sources other than those identified by the Offeror, including the Contractor Performance Assessment
Reporting System (CPARS) and commercial market experience, in accordance with
RFO FAR 12.203(a)(2).
(d) An Offeror without a record of relevant past performance, or for whom information on past performance is not available, will not be evaluated favorably or unfavorably on past performance and will receive a neutral rating.
FACTOR 3: PRICE
The Government will evaluate the proposed CLIN pricing document for mathematical accuracy, completeness, and to determine if the proposed price is fair and reasonable.
An award will only be made to an Offeror whose price is determined to be fair and reasonable.

(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 3 days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons.
