About this opportunity
The Immigration and Customs Enforcement Health Service Corps (IHSC) is seeking information from potential contractors to provide digital radiography support services for their dental clinics. The Request for Information (RFI) focuses on maintaining the Medicor Imaging Picture Archiving and Communication System (MiPACS) Dental Enterprise Solution across 14 dental clinics and potentially 17 medical facilities. Key contract requirements include providing 24x7x365 technical support with less than 15-minute response times, ensuring 99.5% system uptime, and processing dental images to a central platform within 5 minutes. The RFI is specifically designed to gather market research and capabilities information to inform future acquisition strategies, with responses due by December 11, 2024. Contractors are encouraged to submit collaborative proposals that leverage expertise from multiple organizations to develop innovative solutions.
The opportunity is not set aside for any specific business category and is classified under NAICS code 541519 for Computer Related Services. The contract will include a 12-month base period from March 14, 2025, to March 13, 2026, with three additional 12-month option periods possible, potentially extending the contract through March 13, 2029. The contractor will be required to provide 17 server licenses, 51 dental viewer licenses, 17 medical viewer licenses, and 14 intraoral sensors across the facilities. Work will be performed at various ICE facilities both within the continental United States and potentially overseas, with some telework permitted upon approval. While no specific award value is mentioned, the comprehensive technical requirements suggest a complex and potentially significant contract for the selected vendor.
Notice text
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes in accordance with FAR 15.201(e) – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the government to contract for any supply or service whatsoever. Further, IHSC is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
The agency does not intend to award a contract because of this RFI but rather gathers capabilities and market information pertinent to acquisition planning. The responses to this RFI will be captured as market research and may contribute to the development of an acquisition strategy. Information provided may be used to assess tradeoffs and alternatives available for potential requirements and may lead to the development of a solicitation. All submissions become government property and will not be returned. The government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
The information provided in the RFI is subject to change and is not binding on the government.
This RFI encourages those working in partnership to submit a collaborative RFI, if applicable. The ability to partner with other subject matter experts to deliver a solution set is desirable. Leveraging skill sets across multiple organizations may result in stronger RFI with unique solutions that may not be realized through a singular source of innovation.
