About this opportunity
The United States Marine Corps seeks barge transportation services for equipment movement between Naha Military Port and Ie Shima Port in Okinawa, Japan, with quotes due October 6, 2026. This is a full and open competition procured under FAR Part 12 commercial procedures with NAICS code 483113, Coastal and Great Lakes Freight Transportation.
Place of performance is Okinawa, Japan, with primary ports at Naha Military Port, Pier 2, and Ie Shima Port. The requirement comprises four one-way movements (two round trips) occurring October 14–20 and November 2–4, 2026. The contractor must provide a roll-on/roll-off barge with a minimum deck space of 400 square meters capable of transporting 87 pieces of military cargo totaling approximately 310 short tons, including vehicles (LVSR, MTVR, JLTV), containers (QUADCON, SIXCON, 20-foot ISO), trailers, and support equipment. The cargo manifest includes hazardous materials classified under IMO codes and UN numbers, though Class 1.1B/1.1D explosives will not be transported; an empty Ready Service Locker will be required. The U.S. Government provides all loading and unloading; contractors are not required to supply cranes or forklifts. Operations must conclude by 5:00 PM each day at both ports; estimated time at each location should not exceed four hours.
The contractor is responsible for vessel licensing, registration, permits, insurance compliance with host country regulations, port coordination, and safe cargo securing. Acceptable performance requires 100% safe delivery, with unsatisfactory performance subject to invoice deductions up to 10% per movement. Quotations may be submitted in U.S. dollars or Japanese Yen (USD preferred) on a per-job basis with FOB Destination pricing. All offerors must be registered in SAM with a Unique Entity ID, CAGE Code, and Federal Tax ID. Evaluation considers technical capability, price reasonableness per FAR 12.204(a), and past performance with no specific order of precedence. U.S.-flagged vessels receive preference under FAR-RFO 47.502 and DFARS 247.5/247.573. Questions were due 48 hours after posting; Q&A has been posted.
