About this file
This is a Questions and Answers document for RFQ M2900027Q3000, addressing clarifications on a barge transportation requirement involving movement of equipment and machinery between Naha Military Port and Ie Shima Port in Okinawa, Japan.
The requirement consists of four "Jobs" representing four total one-way movements (two round trips) scheduled between October 14–20, 2026, and November 2–4, 2026. The cargo comprises 87 pieces with a total footprint of approximately 5,737 square feet (533 square meters) per direction, which will fit within a 400-cubic-meter barge without requiring additional trips. Class 1.1B/1.1D explosives originally listed on the cargo manifest will not be transported; however, an empty Ready Service Locker will be a requirement. The U.S. Government will provide all loading and unloading of heavy machinery and equipment, as well as any material handling equipment required at either port. Contractors are not required to provide cranes or forklifts. Operations at Ie Port must be completed by 5:00 PM or will be postponed until the following day; operations at Naha Military Port must conclude by 5:00 PM due to vessel scheduling constraints. Estimated time at each location should not exceed four hours. Port access, particularly to Naha Military Port, remains the contractor's responsibility, though U.S. Government points of contact will be provided upon contract award. Quotations may be submitted in either U.S. dollars or Japanese Yen, with USD preferred. The U.S. Government will coordinate removal of vehicle barriers prior to vessel berthing at Naha Military Port.

Questions and Answers – RFQ M2900027Q3000
1. CLIN 0001 shows a quantity of 4 Jobs. Please confirm that 1 Job equals one one-way movement, so the 4 Jobs equal 2 same-day round trips (one between 14–20 Oct 2026 and one between 02–04 Nov 2026).
Answer: Confirmed, 4 “Jobs” = 4 total movements (2 roundtrips). Each movement will require support per PWS request. Do not require to be the same day, following available day is better for planning.
2. The cargo detail sheet lists 87 pieces with a total footprint of about 5,737 sq ft (about 533 m²) per direction. PWS 4.4 limits each trip to 400 m². Does the Government expect the full load to move in a single trip per direction (requiring a larger barge), or will additional trips be required? If additional trips are required, how should they be priced?
Answer: 400m Barge will suffice, various items will be loaded on the vehicles listed and will not require to add additional movements.
3. The cargo list includes Class 1.1B/1.1D explosives (Ready Service Locker and Warehouse Pallet).
Will these items move on the contracted barge? If so, will the Government obtain the required host-nation permits for explosives, or is the Contractor responsible?
Answer: The locker will be a requirement, no explosives will be loaded on the barge. Please remove Class 1.1B/1.1D from the list.
4. May the quote be submitted in Japanese Yen, or is USD required?
Answer: Preferred USD, but company can submit in either currency.
5. Was this requirement previously awarded? If so, please provide the prior contract number.
Answer: This is a new requirement.
6. Please confirm whether the Contractor must provide any material handling equipment (crane or forklift) at either port, or whether all loading and offloading will be performed by USG personnel and equipment.
Answer: No MHE required to be provided by the contractor. USG will provide the capability if required.
7. Currently, neither our company nor our transportation subcontractor holds an access pass to Naha Military Port. On the day of work, would it be possible for a U.S. military representative to escort us or to issue an Escorted Access Permission List?
Answer: It is possible to provide escort, but it is best for the company to already have access to Naha Military Port, as it is ultimately the vendor’s responsibility to have access to the port. US Government does not currently grant or issue access but will provide POCs upon contract award if necessary.
8. Is it correct to understand that the U.S. military will be responsible for the “loading” and “unloading” of heavy machinery and equipment onto and off the ship?
Answer: Correct
9. How much time is estimated for unloading and loading operations at Ie Port, respectively?
*Please note the following restriction at Ie Port: If loading is not completed by 5:00 PM, operations will be postponed until the following day.
Answer: Understood, depending on barge company arrival and set up. Tide conditions affect ramp angle, and offload may not be possible. Barge company should allow sufficient time for offload. No more than 4 hours at each location.
10. How much time is estimated for unloading and loading operations at Naha Military Port, respectively? *Restrictions at Naha Military Port: Due to vessel operations at Naha Port, ships must depart Naha Military Port by 5:00 PM. Please adjust the schedule accordingly.
Answer: Understood, depending on barge company arrival and set up. Tide conditions affect ramp angle, and offload may not be possible. Barge company should allow sufficient time for offload. No more than 4 hours at each location.
11. Who will be the USG POC for the Naha Military port side and the Ie Shima port side (Embarkation Specialist)?
Answer: To be determined/provided at contract award.
12. In the RFQ, under the Shipment section, it says, "No partial deliveries will be accepted." Please define what a "partial delivery" means for the context of this project.
Answer: Disregard, it is a generic statement within the Request for Quote (RFQ) document for contracts that include shipments from contractors (i.e., if the Government purchases items from vendor).
13. Please remove the vehicle barriers prior to the vessel's berthing when using Naha Military Port.
Answer: USG will coordinate to remove the barriers.
