About this opportunity
The 502d Contracting Squadron at Joint Base San Antonio, on behalf of the Department of the Air Force Air Education and Training Command, is conducting market research through this Request for Information to identify capable sources for providing a high-fidelity, hands-on procedural skills training course for U.S. Air Force Independent Duty Medical Technicians (IDMTs). The core requirement is a one-day training course designed to address a critical gap created by the removal of Tactical Combat Casualty Care (TCCC) from the IDMT curriculum, covering five training domains: hemorrhage control, airway management, vascular access, thoracic injury management, and basic surgical skills. Qualified instructors must include Nationally Registered Paramedics, Physician Assistants, Physicians, or experienced military special operations medics, with a 1:16 instructor-to-student ratio for group instruction and mandatory 1:1 ratio during individual skills evaluation. Contractors must provide all non-personal services including facilities, equipment, simulators, and supplies at a location within 30 miles of the Medical Education and Training Campus at Joint Base San Antonio-Fort Sam Houston. The RFI response deadline is May 6, 2026, with a final question submission deadline of April 30, 2026 at 2:00 PM Central Time, and responses must address administrative information, a narrative statement of capability (maximum 10 pages), and pricing information using the provided RFI template.
This is a pre-solicitation notice with no set-aside designation, and no incumbent contractor information is provided. The government estimates an annual workload of nine course iterations per year with class sizes ranging from 8 to 14 students, accommodating up to 16 students per session, resulting in approximately 144 students annually. Pricing shall be structured as Firm-Fixed-Price on a per-student basis, invoiced according to actual attendance, with the Schedule of Supplies template providing four Contract Line Item Numbers: the core IDMT Advanced Procedural Skills Training course (CLIN 0001) and three optional add-on services including Video Laryngoscopy Familiarization, Procedural Ultrasound Familiarization, and Individualized Feedback Reports. Training must utilize high-fidelity simulation models with realistic tactile feedback and evaluation against government-approved standardized checklists using a "first-pass success" standard. No Government-Furnished Equipment, infrastructure, or resources will be provided, placing full responsibility on the contractor for all necessary training materials and equipment. Training delivery is scheduled to begin in Fiscal Year 2027 with nine annual iterations, and this RFI is for information and planning purposes only and does not constitute a commitment to award a contract.
