About this file
This is a Questions and Answers amendment to Request for Information (RFI) FA301626Q7083 for Advanced Procedural Skills Training for Independent Duty Medical Technicians (IDMTs). The amendment provides official Government responses to two industry questions and establishes administrative deadlines.
Regarding facility requirements, the Government clarified that a mobile training solution within fixed-space allocations at Medical Education and Training Campus (METC) at Joint Base San Antonio-Fort Sam Houston (JBSA-FSH) is not feasible. Contractors must provide a suitable training facility within a 30-mile radius of the main IDMT campus at METC as the primary place of performance. Concerning equipment and resources, the Government confirmed that no Government-Furnished Equipment (GFE), simulation infrastructure, task trainers, surgical airway models, torso models, information, or resources will be provided. Contractors are entirely responsible for providing all necessary equipment and materials to meet Statement of Need requirements. The deadline for submitting further questions regarding this RFI is April 30, 2026, at 2:00 PM Central Time, while the deadline for RFI capability responses remains unchanged.

Request for Information (RFI) FA301626Q7083 Advanced Procedural Skills Training for Independent Duty Medical Technicians (IDMTs)
Purpose: The purpose of this amendment is to provide official Government answers to questions received from industry, to establish a deadline for all further questions, and to provide an updated Statement of Need (SoN).
Question 1: Clarify the intent of SoN para 4.2 regarding government facility allocation — specifically, what fixed-space the Government anticipates allocating at METC / JBSA-FSH for contractor delivery of the nine annual iterations.
Answer 1: After further review of the logistical and spatial requirements necessary to ensure the highest level of training, the Government has determined that a mobile training solution executed within the available fixed-space allocations at METC is not feasible. The option for a mobile/on-base training solution has been removed.
• The contractor must provide a suitable training facility within a 30-mile radius of the main IDMT campus (METC) as the primary place of performance.
• Please see the attached, revised Statement of Need (SoN), which reflects this change in Section 4.2.
Question 2: Will any government-furnished simulation infrastructure (task trainers, surgical airway models, torso models) be available for contractor use in lieu of full offeror-provided sim inventory?
Answer 2: No. Per Section 8.0 of the Statement of Need, no Government Furnished Equipment (GFE), simulation infrastructure, information, or resources will be provided. The contractor is responsible for providing all necessary equipment and materials to meet the requirements of SoN.
Administrative Note: The deadline for all further questions regarding this RFI is hereby established as April 30, 2026, at 2:00 PM Central Time. The deadline for RFI capability responses remains unchanged.
