About this opportunity
The U.S. Trade and Development Agency (USTDA) seeks a multiple-award IDIQ pool of event management contractors for reverse trade missions, conferences, forums, workshops, trainings, and other events, with proposals due November 6, 2026 at noon ET. The procurement is a Partial Small Business set-aside, with at least 5 of up to 15 awards reserved for small businesses.
Place of performance is the United States and overseas locations, with events conducted in person, virtually, or in hybrid format. USTDA may require multiple events running concurrently across regions and sectors. Task orders are issued by USTDA's Office of Acquisition Management regardless of regional office involvement.
Required services include, but are not limited to, event planning and project management, venue and vendor coordination, international travel and logistics, support for high-level foreign delegations and U.S. Government participants, participant recruitment, interpretation and translation, audiovisual and virtual event support, and post-event evaluation and closeout. Contractors must propose nine labor categories at fixed hourly rates. Minimum experience is 10+ years for project managers, 7+ years for technical/report writers, and 5+ years for the remaining seven categories. Technical proposals are limited to 20 pages, and past performance to three pages, which may include major subcontractor work; prime experience is weighted more favorably.
The contract ceiling is $100 million in aggregate across all task orders. Individual task orders are capped at $3 million, and each contractor is capped at $5 million per 12-month performance period. Each awardee has a minimum guaranteed task order of $50,000, expected during the base period. Funding is provided at the task order level, not the IDIQ level. Direct labor is fixed-price, and other direct costs are reimbursable with no profit or fee. Price evaluation applies a hypothetical 1,500-hour labor mix. The base period is 60 months, with a potential extension of up to 6 additional months, and task order performance may continue through October 3, 2035.
Evaluation uses three equally weighted technical sub-factors (event management experience, sector knowledge, and management and staffing capability), past performance, and price on a best-value basis, with non-price factors significantly more important than price. Past performance surveys are due to Contractproposals@ustda.gov by the same deadline.
Written questions were due October 14, 2026. Amendment 0002, effective October 28, 2026, answers 200 offeror questions and makes clarifications rather than substantive contract changes. Amendment 0001 released pre-proposal conference slides and responses to 40 questions.
Notice text
USTDA requires a pool of qualified Contractors to plan, organize, and implement partnership-building activities that support the Agency’s mission, including reverse trade missions (RTMs), conferences, forums, workshops, trainings, and other events. Activities may take place anywhere in the United States or overseas and may be conducted in person, virtually, or in a hybrid format. USTDA may require multiple activities to be planned and implemented concurrently across different regions, sectors, and locations, including multiple events taking place simultaneously. Contractors must demonstrate the capacity and resources necessary to successfully manage and execute overlapping activities without compromising quality, responsiveness, or performance.
Under this IDIQ, Contractors may be required to provide the full range of services necessary to successfully execute these activities. This includes, but is not limited to, event planning and project management; venue and vendor coordination; domestic and international travel and logistics; support for high-level foreign delegations and U.S. Government participants; participant recruitment, outreach, and registration; development of agendas, itineraries, and event materials; interpretation and translation; audiovisual and virtual event support; transportation, lodging, and other on-site logistics; and post-event monitoring, evaluation, data analysis, reporting, and closeout activities.
