About this opportunity
The U.S. Geological Survey Office of Acquisitions and Grants seeks microplastics laboratory analysis services via Blanket Purchase Agreement, with quotations due May 15, 2026. The procurement is a WOSB set-aside with Full and Open Competition and carries a five-year period of performance from May 20, 2026 through May 19, 2031, with a not-to-exceed value of $100,000 for the life of the agreement.
Place of performance is Denver, Colorado. The contractor must provide environmental sample processing, extraction, and Laser Direct Infrared (LDIR) analysis for water, soil/sediment, and air dust samples using an Agilent 8700 LDIR Chemical Imaging System equipped with quantum cascade laser imaging technology capable of detecting, sizing, and chemically characterizing microplastic particles between 10 micrometers and 500 micrometers. Alternative analytical methods including RAMAN or micro-FTIR analysis are not acceptable. The NAICS code is 541380, Testing Laboratories and Services; PSC is B504, Special Studies/Analysis—Chemical/Biological.
Quality assurance and quality control are mandatory, including maintenance of a software microplastics library containing spectral data of non-microplastic materials, field blanks using deionized water, and procedural blanks analyzed during sample filtering. Samples must be stored in glass bottles at approximately 4 degrees Celsius in dark conditions and analyzed within 7–14 days of collection.
Evaluation factors of equal importance include microplastic analysis experience with current scientific references, technical performance capabilities, and past performance with at least two references from the past three years. Award will be made on a best-value basis, with overall non-price merit weighted more heavily than price. The BPA is non-binding; neither party is obligated to transact unless the Government places a call order that the contractor accepts.
