About this file

This document is Amendment 0003 to a Blanket Purchase Agreement (BPA) solicitation issued by the USGS OAG Denver Acquisition Branch. The amendment extends the closing date for receipt of quotations to May 15, 2026, and provides Government responses to questions submitted by potential offerors regarding acceptable analytical methods.

The solicitation covers microplastics analysis services for a five-year period of performance from May 20, 2026, to May 19, 2031. The Government has clarified through the Q&A responses that alternative analytical methods will not be accepted: proposals using RAMAN method analysis or micro-FTIR analysis methodology are not acceptable and do not meet the study's objectives. Only the specified analysis method, identified as LDIR in the original solicitation, will satisfy contract requirements. The BPA structure means the Government is not obligated to place orders, and either party may cancel at any time; enforceable contracts only exist when the Government places a call order against the BPA and the contractor accepts it.
