About this opportunity
The Department of the Interior Bureau of Reclamation is seeking to establish an Indefinite-Quantity Indefinite-Delivery (IDIQ) contract for the procurement of coded wire fish tags manufactured by Northwest Marine Technology, Inc. (Model 1CWTSTANDARD). These tags are essential for tracking hatchery-produced fish at U.S. Fish and Wildlife Service facilities under the Central Valley Project Improvement Act (CVPIA), with tags marked with Agency Code "05" to designate fish from USFWS hatcheries. The contract is designated for Women-Owned Small Businesses (WOSB), and offerors must submit a completed price schedule and vendor information via email to dkullar@usbr.gov. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) evaluation methodology. The offer due date is February 6, 2026 at 10:00 AM Pacific Standard Time, and offerors must acknowledge receipt of Amendment 0001 issued on February 2, 2026.
This solicitation contains no set-asides beyond the WOSB designation, and Northwest Marine Technology, Inc. appears to be the sole source supplier as specified in the requirements. The contract carries a minimum order guarantee of $10,000.00 (obligated at award) and a maximum contract value of $3,020,787.00 over the five-year performance period, with an annual order limit not to exceed $750,000.00 per year. The IDIQ contract will run from February 16, 2026 through February 15, 2031, with pricing structured in tiered quantity brackets ranging from 3,000 to 1,000,000 or more tags, and differentiated rates for standard delivery (minimum 90 days) versus expedited delivery (minimum 30 days). All coded wire tags are to be delivered FOB destination to the U.S. Fish and Wildlife Service facility located at 10950 Tyler Road, Red Bluff, California 96080, with specific delivery dates to be specified on individual task orders throughout the contract period.
