About this opportunity
Immigration and Customs Enforcement (ICE) is seeking a contractor to provide Tactical Emergency Medical Services (TEMS) training courses for its Special Response Teams and Rapid Response Teams. The solicitation covers three primary training courses: an Initial Credentialing Course (ICC), a Wilderness Emergency Medical Technician Course with ICC add-on, and a Re-certification course. The evaluation will be based on three factors in descending order of importance: Technical Approach, Delivery Schedule, and Price, with non-price factors being significantly more important than price. Potential vendors must submit quotes in two volumes - Technical Approach and Pricing - and must be Trade Agreement Act (TAA) compliant. Questions were due by February 4, 2025, with final quotes required by February 20, 2025 at 1:00 PM EST, and the training is set to begin April 1, 2025.
The solicitation is a 100% small business set-aside under NAICS code 611430 for Professional and Management Development Training. While no specific incumbent is named, a previous FY24 contract was awarded to NAR TRAINING LLC. The contract includes a base year (FY25) and two option years (FY26-FY27), with varying course quantities each year, including one ICC course for up to 12 students, one Wilderness EMT course for 10 students, and two re-certification courses for up to 18 students per year. The training will be conducted at Fort Moore, GA, with specific requirements including fully qualified instructors experienced in federal law enforcement emergency medical care, high-fidelity medical simulation equipment, and comprehensive medical training covering BLS, ACLS/PALS, EMT refresher training, and Tactical Emergency Casualty Care for Law Enforcement (TECC-LEO) certification.
