1.

Solicitation Section/Subsection Number:

Question: Is this brand-new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

ICE Response

This is a new requirement; however, ICE did award an FY24 contract with number 70CMSW24P00000001. The vendor for this award is NAR TRAINING LLC.

Solicitation Section/Subsection Number: Bullet 2 under PWS 3.1.1.2 Question: “5 Day Initial Credentialing Course (ICC) immediately following the IEMT+W course: Different training location (within 300 miles of IEMT+W course location)”.

We have all the personnel, equipment, tools, materials, supervision, and other items deemed necessary to complete the WEMT and ICC training courses at our training facility, but we are located 713 miles from FT Moore (formerly Ft Benning). Are we disqualified from bidding?

The ICC portion of the IEMT+W must be held within 300 miles from the training site.

3.

Solicitation Section/Subsection Number: 3.1.1.2 Initial Credentialing Course

(ICC)

5.

Solicitation Section/Subsection Number: 3.1.1.4 Additional Requirements Question: High Fidelity Medical Simulation Manikins that are able to be crushed with interchangeable wound sets. Capable of tourniquet application, airway management, would packing, IV/IO, needle decompression and chest tubes.

Can the government confirm that they would accept alternate solutions to a high-fidelity mannequin? Technology has advanced to hyper realistic moulage that can be provide the same exposures with increased efficiency.

High fidelity mannequins and hyper realistic moulage options are required.

6.

Question: HH—60 Simulator and Little Bird Simulator

Can the government confirm that the fuselage is not a requirement and that a mock-up of the aircraft cabin configuration would meet contract compliance?

ICE Response A HH-60 fuselage is required. Little Bird simulator alternatives may be acceptable (ex. real helicopter).

7.

Question: Advanced Skills Lab room used for cadaver training

Can the government confirm the student to cadaver specimen ratio?

The ratio is 6:1 for the recertification classes and ratio of 4:1 for the standalone ICC course.

8.

Question: Advanced Skills Lab room used for cadaver training

Can the government confirm that LTT would be an acceptable alternative to cadaver training

ICE Response LTT (advanced skills lab) and cadaver training (human analog simulation models) shall both be available options. However, only one will be selected for any given course.

9.

Question: Virtual Patient Treatment Simulator

Can the government confirm this a computer based simulator that is required for contract compliance in addition to high-fidelity manikins, advanced moulage and cadavers?

10.

Question: Virtual Patient Treatment Simulator

Does the government have a preferred VR Simulator?

The Government has no preference.

11.

Question: High Altitude Training (11,000 feet)

Can the government confirm this is an accurate requirement? This would put a geographical restriction on this course to only be delivered in the Western United States.

ICE Response Yes, the High altitude training (11,000 feet) shall be within a reasonable distance (1-1.5 hours) from the training facilities.

12.

14.

Solicitation Section/Subsection Number: PWS 3.1.1.1 Question: Regarding initial medical gear for EMT-level providers based on the ERO TEMS list, we did not see a list included in the documents.

Does DHS require us to purchase this supply and equipment for each student to keep during and post-course?

The vendor will purchase the initial loadout for new EMT-level providers. These kits are to be available on the first day of the course. Students will travel home with these kits (upon successful completion of course).

15.

NREMT?

Would it be permissible to keep the students at our facility and coordinate their tests at one of our locations around Birmingham?

Yes, the training site shall be within 30 miles of the testing site.

16.

Solicitation Section/Subsection Number: PWS 3.1.1.4 Question: Certified Armory – Do the students require an armory? If so, who is responsible for certifying the armory?

Yes, an armory is required for temporary storage of duty weapons and sensitive gear.

Certification is preferred, but not required. Example of certifying body is Naval Special Warfare.

17.

Solicitation Section/Subsection Number: PWS 3.1.1.4:

Question: HH-60 Simulator – Is this a required component of the training? If so, we have the ability to provide real helicopter training.

A HH-60 simulator is required.

18.

Solicitation Section/Subsection Number: PWS 3.1.1.4:

Question: Little Bird Simulator – Is this a requirement for the training?

An alternative to a Little Bird may be acceptable (ex. real helicopter).

19.

Question: Resupply medical gear for each student – We need to quantify costs, but we do not have a specific list of required supplies and equipment. Could you provide this information?

Yes, a list is provided in the Amendment 1 to SAM.

20.

Solicitation Section/Subsection Number: General Questions:

Question: Does DHS require training to be conducted at a DHS-chosen facility? If so, where would this be? If not, we would prefer to conduct all training at our facility for logistical efficiency and cost-effectiveness.

The vendor’s facility is acceptable if it meets stated requirements in the PWS. See the PWS for all requirements.

21.

Question: Schedule Flexibility: We understand that, upon contract award, DHS and the contractor will determine course delivery dates. Can you confirm if there is flexibility in scheduling to accommodate operational needs?

All course dates are TBD and will be identified by OFTP after contract award. The award includes classes in the initial base period (12 months) and 2 optional periods (12 months each).

22.

Question:

Is NREMT EMT considered the Initial Credentialing Course (ICC)?; Are the students already EMT or Paramedic certified, or is this initial certifications? The recert time for EMT vs Paramedic are significantly different

The WEMT+ICC is for students that have no previous medical experience or certification.

The standalone ICC is for students that already have NREMT certification at either the EMT, AEMT, or NRP level.

23.

Question:

Can Wilderness First Aid (WFA) be the course content? I would add "with additional instructor expertise in the training and real-world application of austere medicine"; I would also pitch our WFA option as a Red Cross certification with CAPCE accreditation

There should be both course content and hands-on training in the wilderness/austere environment.

24.

Question:

Does the delivery location (training site) have to be at Ft. Benning? If so, does the base have an NREMT approved location? If we could train there, it could solve some capability requirements (i.e. two-story CONEX, DZ within 2 miles, etc.).

ICE Response No, the training site does not have to be FT. Moore, GA. See the PWS for details and requirements.
