About this opportunity

The Department of Interior Fish and Wildlife Service seeks chemical application services for invasive species treatment on approximately 1,776.4 acres across eight Iowa counties, with proposals due June 23, 2026 at 1700 Eastern Daylight Time. This is a 100% Total Small Business set-aside, foreclosing competition outside that pool.

Work covers Waterfowl Production Areas and National Wildlife Refuges in Kossuth (~1,324 acres), Greene (~300 acres), Guthrie (~25 acres), Hancock (~7.5 acres), Worth (~60.9 acres), Buena Vista (~6 acres), Clay (~21 acres), and Palo Alto (~32 acres) counties. Chemical application occurs July 1 through October 15, 2026, with delivery required by December 31, 2026. The contract is firm-fixed price.

All vendors must hold a valid Iowa pesticide applicator license, and all personnel applying pesticides must be certified commercial pesticide applicators. Approved chemicals include Milestone, Method/Escort Tank Mix, and Garlon 3A or Element 3A at rates approved by the station's Pesticide Use Proposal. Application uses ATV/UTV or off-road vehicles on rough terrain; broadcast treatment is prohibited. Best management practices require application at wind speeds less than 10 mph, calibrated equipment, pesticide buffers around sensitive areas, ground application only, nozzles creating uniform large droplet sizes, and no application to slopes exceeding 5 percent if significant rainfall is predicted within 24 hours.

The NAICS code is 561730, Landscaping Services; PSC is F105, Environmental Systems Protection—Pesticides Support. Service Contract Act wage determinations apply across the eight counties, with prevailing wage rates and fringe benefits (including health and welfare at $5.55 per hour, paid vacation, and eleven paid holidays annually) specified in five separate wage determination documents effective May 13, 2026. Evaluation weighs ability to meet technical specifications more favorably than price, past performance and prior experience, and price. The contracting officer is Jeremy Riva at 303-535-4788 or jeremy_riva@ios.doi.gov.
