About this file

This is a Statement of Work (SOW) for chemical treatment of invasive species on Waterfowl Production Areas (WPAs) and National Wildlife Refuges (NWRs) managed by USFWS Iowa Water Management District. The vendor must provide and apply approved chemicals to invasive species across approximately 1,776.4 acres distributed across eight Iowa counties: Kossuth County (1,324 acres), Greene County (300 acres), Guthrie County (25 acres), Hancock County (7.5 acres), Worth County (60.9 acres), Buena Vista County (6 acres), Clay County (21 acres), and Palo Alto County (32 acres). Chemical application will occur between July 1 and October 15 annually, with specific dates determined by the station based on species requiring treatment. Areas consist of individual plants or small patches of invasive species, with chemical applied by ATV/UTV or off-road vehicles on rough, uneven terrain. Broadcast chemical treatment of entire WPAs or NWRs is prohibited.

The three most common chemical applications are Milestone, Method/Escort Tank Mix, and Garlon 3A or Element 3A, with only chemicals and rates approved by the station's Pesticide Use Proposal permitted. All vendors must hold a valid Iowa pesticide applicator license, and all personnel applying pesticides must be certified commercial pesticide applicators. Best management practices include application at wind speeds less than 10 mph (excluding inversion conditions), calibrated equipment prior to application, pesticide application buffers around sensitive areas, ground application equipment only, nozzles creating uniform large droplet sizes to minimize drift, no application to slopes exceeding 5 percent if significant rainfall is predicted within 24 hours, and no direct application to surface water. The SOW includes detailed maps and site-specific information for each treatment area across the eight counties, with specific target species and treatment guidance for each location.

Iowa Water Management District

Statement of Work

USFWS Iowa Water Management District has a requirement for chemical treatment on invasive species for approximately 1776.4 acres in the following counties:

Kossuth County: 1324 acres

Greene County: 300 acres

Guthrie County: 25 acres

Hancock County: 7.5 acres

Worth County: 60.9 acres

Buena Vista County: 6 acres

Clay County: 21 acres

Palo Alto County: 32 acres

Vendor will provide and apply chemical to invasive species on Waterfowl Production Areas (WPAs) and

National Wildlife Refuges (NWRs) in Iowa. WPAs and NWRs consist of wetland and grassland areas throughout 35 counties of Iowa. Terrain is rough and uneven so chemical will need to be applied by

ATVs/UTVs or off-road vehicles. Areas needing treatment generally consist of individual plants or small patches of invasive species. Chemical will be applied by individual plant or by patch to reduce the amount of chemical applied. A broadcast chemical treatment of the entire WPA or NWR will not be allowed. Maps will be provided for each area needing treatment and an on-site visit is required. Chemical application will typically occur between July 1st and October 15th each year. Specific dates will be set by the station based on the invasive species needing treatment. The three most common chemical applications are listed below with the best management practices. Additional chemicals may be needed based on the invasive species, but only chemicals and rates approved by the stations Pesticide Use Proposal will be allowed.

Vendor will follow label instructions and follow the best management practices during application as outlined in the approved Pesticide Use Proposals:

Milestone:

* Vendor must hold a valid Iowa pesticide applicator license and all persons applying pesticide must be certified commercial pesticide applicators within the State of Iowa.

* Application will occur at wind speeds less than 10 mph (but not inversion conditions).

* Application equipment will be calibrated prior to application.

* Pesticide application buffers will be used around sensitive areas (neighboring crops that may be injured).

* Vendor will use ground application equipment only.

* Vendor will use nozzles that create uniform, large droplet sizes to minimize drift.

* Do not apply pesticides to slopes >5% if significant rainfall is predicted within 24 hours.

*Do not apply directly to surface water.

Method/Escort Tank Mix:

Garlon 3A or Element 3A:

* Vendor must hold a valid Iowa pesticide applicator license and all persons applying pesticide must be certified commercial pesticide applicators within the State of Iowa.

* Application will occur at wind speeds less than 10 mph (but not inversion conditions).

* Application equipment will be calibrated prior to application.

* Pesticide application buffers will be used around sensitive areas (neighboring crops that may be injured).

* Vendor will use ground application equipment only.

* Vendor will use nozzles that create uniform, large droplet sizes to minimize drift.

* Be aware of potential ground water contamination in porous soils (this chemical is labeled for application to surface water).

* Do not apply pesticides to slopes >5% if significant rainfall is predicted within 24 hours.
