The Portsmouth Naval Shipyard, under the Department of the Navy Naval Sea Systems Command, is soliciting calibration services for four Panametrics OptiSonde chilled mirror hygrometers and associated sensors through Request for Quotation N3904026Q4761. The contractor must perform NIST-traceable calibration services at multiple test points ranging from -35.00°C to 25.00°C, with calibration performed by a Commercial Calibration Activity (CCA) or Original Equipment Manufacturer (OEM) certified and accredited to recognized standards including ANSI/NCSL Z540.1, Z540.3, ISO 17025, or NAVSEA 04-4734B. Vendors must demonstrate current accreditation from bodies such as A2LA, ANAB, IAS, NVLAP, PJLA, or JNAC, and Level 3 accredited calibration per ISO/IEC 17025:2017 is the only acceptable service level. Award will be made to the vendor offering the Lowest Price Technically Acceptable solution, with evaluation based on technical acceptability, price competitiveness, and schedule adherence.
