Statement of Work
1. SCOPE:
1.1. This specification gives the requirements for the calibration of Panametrics OptiSonde chilled mirror hygrometers and their associated sensors, owned by Portsmouth Naval Shipyard.
1.2. Vendor to provide NIST calibration for each serialized set of bench top unit and D-2 sensor, and a functional verification of the corresponding temperature sensor, as outlined in Section 3.
Return the equipment and associated documentation to Portsmouth Naval Shipyard following calibration
2. REFERENCES: None.
3. GOVERNMNET FURNISHED PROPERTY:
3.1. The Government will provide the following equipment in the following quantities to the vendor.
Shipping to the vendor will the be responsibility of the Government.
3.2. Portsmouth Owned Equipment Quantities:
• (4) OptiSonde Bench Top Units (manufacturer part number OptiSonde 1-1-3-2-2-3-3-0).
• (4) OptiSonde D-2 sensors with platinum-chill mirrors.
• (4) Temperature sensors, platinum resistance temperature detectors (PRTD) 4-wire.
Equipment Serial Numbers (each set of equipment per serial number includes one each bench top unit, D-2 sensor, and temperature sensor):

4. REQUIREMENTS:
4.1. The Commercial Calibration Activity (CCA) or Original Equipment Manufacturer (OEM) must be certified/accredited to reference ANSI/NCSL Z540.1 (1994), ANSI/NCSL Z540.3 (2006), ISO 17025, or NAVSEA 04-4734B by A2LA, ANAB, IAS, NVLAP, PJLA, or JNAC.
4.2. The Scope of Certification/Accreditation for the CCA or OEM must be current (up-to-date) at the time of calibration.
4.3. The scope of capability provided with the CCA or OEM certification/accreditation must cover the appropriate measurement parameters, ranges, and accuracies for the requested calibration.
4.4. The calibration shall be performed at the specific laboratory location where the accreditation was performed.
4.5. Procedures used by the CCA or OEM to calibrate the TMDE shall provide a minimum Test Accuracy Ratio (TAR) of 4:1, or a Test Uncertainty Ratio (TUR) equal to or greater than 4:1, or a Probability of False Accept (PFA) not to exceed 2%.
4.6. A report/certificate of calibration must be provided by the CCA or OEM and shall, at a minimum, contain the following information:
4.6.1. Before and after measurement data with stated uncertainties for each measurement.
4.6.2. The name and address of the CCA or OEM where the calibration was performed including any necessary contact information (e.g., telephone number, email address, etc.).

4.6.3. The date of calibration.
4.6.4. A certificate or report number.
4.6.5. Any out-of-tolerance values found during calibration prior to adjustment.
4.7. If the CCA or OEM determines they cannot meet any portion of this Statement of Work, then the
CCA or OEM shall not perform the calibration unless they obtain written permission from the Portsmouth Naval Shipyard Contracting Department.
4.8. Calibration: Portsmouth Naval Shipyard will provide up to four (4) sets of shipyard owned Panametrics OptiSonde bench top units and their corresponding D-2 sensors, listed in Section 1.2. Calibrate each set of Portsmouth Naval Shipyard owned equipment provided. For each set, use at least six (6) test points ranging from -35.00°C and 25.00°C. A functional verification of each temperature sensor shall be performed with the calibration of the associated equipment. Calibrate to OEM standards (±0.2°C Dew/Frost Point, ±0.15°C Temperature).
4.9. Vendor to provide a record of calibration which shall include written certification of testing performed and compliance with NIST standards, as well as stickers attached to each unit documenting calibration performance date and calibration due date.
5. RESPONSIBILITIES:
Government: Portsmouth Naval Shipyard will ship the government owned equipment listed in Section 1.2 to the vendor.
Vendor: Record of calibration which shall include written certification of testing performed and compliance with NIST standards, as well as stickers attached to each unit documenting calibration performance date and calibration due date.
6. DELIVERY/RETURN:
6.1. Ship equipment to:

6.2. Acceptance Criteria: Prior to final acceptance, the Portsmouth Naval Shipyard Calibration Laboratory (Code 952) will review the calibration/repair documentation provided with each returned test measurement and diagnostic equipment (TMDE) for compliance to this Statement of Work. Portsmouth Naval Shipyard may also perform a calibration/inspection on the TMDE to ensure OEM specifications have been maintained or re-established. The calibration (including repair) service will be considered non-compliant if the Portsmouth Naval Shipyard Calibration Laboratory finds any unauthorized deviation to this Statement of Work. An “unauthorized deviation” is considered any deviation that was not specifically allowed by the written consent of the Portsmouth Naval Shipyard.
