About this opportunity

The United States Marine Corps seeks one-time hydrostatic testing and certification of 548 Government-owned 3M Scott Fire & Safety brand carbon cylinders across three fire stations, with proposals due August 17, 2026 (amended from August 14). This is a single-award Firm Fixed Price commercial acquisition with full and open competition; no set-aside applies.

Place of performance spans three Marine Corps installations: Camp Pendleton North, Marine Corps Air Station Miramar, and Marine Corps Logistics Base Barstow, all in California. The requirement breaks into three line items: 130 cylinders at Camp Pendleton, 182 at Miramar, and 218 at Barstow. Testing must comply with DOT Pipeline and Hazardous Materials Safety Administration requirements, NFPA standards, and OEM specifications, and achieve completion within 90 days of contract award (anticipated September 14 through December 14, 2026). The contractor bears all transportation and shipping logistics on an F.O.B. Destination basis; flow testing of harnesses and cylinder filling after hydrostatic testing are excluded from scope.

NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance, with a $12.5 million small business size standard. The contractor must deliver DOT requalification certification, a technical approach demonstrating capability across all three locations, testing data in Excel/PDF format, and results uploaded to the First Due database within 30 days of completion. Payment is made via Wide Area Workflow invoice 2in1. Award will be made to the responsible quoter offering best value, with technical capability and price weighted equally. The contracting officer is Corey Slivnik (corey.slivnik@usmc.mil). Service Contract Act prevailing wage requirements apply at San Diego and Riverside/San Bernardino County rates.
