About this opportunity

The Department of Energy Office of Science is procuring ten hydrogen water dropout heat exchangers through the National Laboratory of the Rockies to cool hydrogen process streams produced by PEM electrolyzer stacks for the Multimegawatt (MMW) Electrolyzer project. The heat exchangers must be manufactured from 316/316L stainless steel with no sulfur-containing components in hydrogen-wetted sections, designed to applicable ASME pressure codes, and equipped with 1.5-inch Swagelok or ANSI flange fittings, with all hydrogen-wetted surfaces electropolished or passivated per ASTM A967. Key objectives include achieving a dew point drop to 8 degrees Celsius on the hydrogen stream exit and maintaining exit temperatures around 15 degrees Celsius for applicable units to keep water in vapor state. The award will be made using a Lowest Price (Cost), Technically Acceptable selection methodology to a single firm fixed-price purchase order. The proposal due date is April 29, 2026, at 5:00 PM Mountain Time, with technical questions required to be submitted by April 14, 2026.

This procurement has no set-aside designations and incorporates applicable Buy American Act provisions. The anticipated contract value and current incumbents are not disclosed in the solicitation materials. Ten heat exchangers will be delivered with an anticipated lead time of two weeks and a preferred delivery date of August 2026, with September 2026 as the outside deadline. The equipment will be delivered to the NLR Flatirons Campus at 19001 W 119th Ave, Arvada, Colorado, with all delivery costs and freight included in the quoted pricing. Responsive quotes must include an official quote valid for 90 days, acceptance of technical specifications, signed representations and certifications, price justification documentation (minimum three references), and identification of country of shipment origin with itemized tariff costs. All quotes should be submitted electronically to Allison Pezzullo, Subcontract Administrator, at Allison.Pezzullo@nlr.gov, with confirmation of amendment receipt and acceptance required in cover letters.

This purchase is to acquire a quantity of 10 heat exchangers (HX) that will cool the hydrogen process stream produced by PEM electrolyzer stacks being tested as part of the Multimegawatt (MMW) Electrolyzer project. The process fluids will be 50/50 propylene glycol/water and hydrogen saturated with water. The portions of each heat exchanger containing hydrogen need to be cleaned and passivated for service with DI water.
