About this file

This document is Amendment No. 3 to Request for Quote (RFQ) Number 2026028947 for Hydrogen Water Dropout Heat Exchangers issued by the National Laboratory of the Rockies (NLR), managed and operated by the Alliance for Energy Innovation, LLC. The amendment extends the proposal due date to April 29, 2026 at 5:00 p.m. Mountain Time and addresses clarifications to technical requirements based on vendor questions. The solicitation uses a Lowest Price (Cost), Technically Acceptable selection methodology, and proposals must be submitted electronically to Allison Pezzullo at Allison.Pezzullo@nlr.gov.

Key technical clarifications include: the primary objective is to drop the dew point of the hydrogen stream exiting the system to 8°C with acceptable variation, and to maintain hydrogen exit temperatures around 15°C from heat exchangers 6-10 to keep water in vapor state; suppliers must calculate heat exchanger sizing based on provided inlet, outlet, and flow specifications rather than relying on heat curves; the final delivery location is NLR Flatirons Campus at 19001 W 119th Ave, Arvada, CO 80007; designs using 1 bar absolute pressure instead of the specified 5 bar gauge pressure may be acceptable if clearly noted with outlined considerations; and the maximum allowable working pressure requirement of ≥1087 psi (75 bar) is firm and cannot be adjusted. The extension of the bidding timeline also allows for delivery date extension. Responsive offerors must include all required documents as outlined in Section 6 of the RFQ and confirm receipt and acceptance of Amendment No. 3 in their cover letters.

AMENDMENT NO. 3

Amendment No. 3 is hereby issued to extend the due date for proposals to 4/29/2026 and in response to questions received regarding the subject Request for Quote (RFQ). Please note that some questions may have been edited to address duplicate questions or to protect business-sensitive information provided in the original questions. The essence of the original questions are not affected. Questions are in no particular order.

9. Q. We ran some preliminary calculations for HX 6,7,8 and HX 9,10 and ran into an issue. We can’t reach a 46.4F outlet temperature using 46.4F as the inlet on the cold side. However, after doing some testing, the cold inlet would need to be <-50F which is colder than 50% PGLY freezing temperature so that solution won’t work. Please advise how you would like to proceed?

A. Dropping the dew point of the hydrogen stream exiting the system to 8°C is the target.

Some variation is acceptable. Similarly, the hydrogen exit temperature from HXs 6 through 10 is a target. Significant variation of the 15°C temperature is acceptable. The goal is to provide enough reheating to maintain water in the vapor state vs liquid state. It is unclear if there is a typo in the question as reaching 46.4F using a cold side temperature of 46.4F has no delta T and doesn’t seem to be a viable path to a solution.

10. Please provide the heat curves. For proper design, we require a fixed power value rather than an open outlet temperature when transitioning from one unit to the next.

A. It is believed that the sizing of the heat exchanger should be calculated based on the inlet, outlet, and flow information provided in the technical specification. We do not have heat curves as those would be specific to a specific HX which the supplier is to specify based on the provided specifications.

11. The final destination point, I need to know where the units will be finally delivered installed and working.

A. The final destination is provided on the technical specification sheet and is NLR Flatirons

Campus: 19001 W 119th Ave, Arvada, CO 80007.

12. [In our compositions] we are seeing 29C outlet on the cold side even after optimizing the unit. Is this acceptable?

A. It is unclear which node of the design is being referenced. If you are referring to the outlet temperature of the hydrogen steam of HXs 1-5 this temperature is not acceptable and should be closer to 8°C.

13. Does the extension of the bidding process allow for the delivery date to also be extended.

A. Yes

14. [The vendor doesn’t] have the fluid right now with 5bar ready, Is the 5 bars absolute? [The vendor] has Humid Hydrogen at 1 bar absolute, this was used as the fluid to make a simulation. Is this acceptable?

A. The system will primarily be operated at pressures > 5 bar gauge pressure up to the MOP as specified in the technical specification. The density of hydrogen changes significantly from 1 to 5 barg. It is noted that a design using 1 bar absolute is expected to be more conservative than a design using 5 barg. Therefore, using 1 bar absolute may be acceptable provided this assumption is clearly noted in the proposal and potential issues or considerations related to this assumption have been outlined in the quotation. The vender should attempt to use the correct pressures whenever possible. This HX system will be deployed at 6000 ft above sea level.

15. With a quick review the pressure is too high in the specs for us to offer to this using plate heat exchangers. GPHE max is 25 bar; BPHE is 30 Bar.

A. The maximum allowable working pressure of > 1087 psi (75 bar) is a firm requirement and cannot be adjusted.

As a reminder, each proposal must be submitted electronically to Allison.Pezzullo@nlr.gov by the deadline date of 4/29/2026.

To be considered a Responsive Offeror, please include all the required documents per the instructions listed in the RFQ (Section 6 – Evaluation Process, paragraph a through g) starting on page 3.

If your company submits a quote, please include confirmation of receipt and acceptance of this Amendment in your cover letter. Thank you for your interest in this project.

NLR looks forward to receiving your proposal!
