About this opportunity

The Department of the Interior Bureau of Reclamation seeks to procure two hydraulic turbine runners for Hoover Dam Units A2 and N7, with proposals due August 17, 2026. The procurement is sole-source under FAR 6.302-1(a)(2); Andritz Hydro is the identified source based on proprietary design compatibility with four previously installed wide-head runners at the facility since 2012–2013.

Place of performance is Hoover Dam, approximately eight miles northeast of Boulder City, Nevada, with administrative oversight at the Bureau of Reclamation Regional Office in Boulder City. The NAICS code is 333611, Turbine and Turbine Generator Set Units Manufacturing; PSC is 6115, Generators and Generator Sets, Electrical.

Each runner is rated 196,000 HP and fabricated from ASTM A743 Grade CF-3 cast stainless steel, dimensionally and hydraulically identical to existing units A1, N5, N6, and N8. Deliverables include runner cones, coupling bolts, four stationary seal rings (two upper and two lower), in-place machining of seal ring seats, design and installation of roughening air admission piping systems, runner blade templates, nameplate, and comprehensive as-built drawings. The contractor must warrant mechanical defects, excessive cavitation, cracks, and deformities for two years from the date each unit enters service. Manufacturing must comply with ASTM, AWS D1.1/D1.6, ASME, IEC, and CCH standards; non-destructive testing per ASTM standards; and static balancing to ISO 1940/1 Grade G6.3.

Period of performance runs December 15, 2026, through May 18, 2029. A2 runner delivery is November 19, 2028, with performance testing completed by February 21, 2028; N7 runner delivery is May 18, 2029, with testing completed November 17, 2028. The government anticipates award on or about November 30, 2026, allowing minimum 18 months for manufacturing and installation.

On-site personnel must obtain PIV cards per HSPD-12 and hold minimum five years' hydroelectric experience. Contract compliance includes Davis-Bacon prevailing wage rates (General Decision NV20260024, effective May 18, 2026), OSHA, Reclamation Safety and Health Standards, and HECP safety standards. Performance and payment bonds are required within 15 calendar days after award. The contractor must submit a subcontracting plan addressing small business goals including SB, VOSB, SDVOSB, HUBZone, SDB, WOSB, and ISBEE categories. The contract is firm fixed-price. Evaluation is based on total evaluated price, price reasonableness, and contractor responsibility, with specific attention to unbalanced pricing. Questions were due July 2, 2026. Amendments 0001 through 0004 have been issued; Amendment 0004, effective August 6, 2026, extended the proposal deadline from August 10 to August 17.
