About this opportunity
Amendment No. 0001 to Request for Quotation 19SN1025Q0022 has been issued by the U.S. Department of State through the U.S. Embassy Singapore for HVAC maintenance services. This Special Notice modifies the original solicitation in two significant ways: extending the quotation submission deadline to February 27, 2026, at 1630 hours Singapore Time, and restructuring the contract from a base year with four option years to a single one-year firm-fixed-price contract. The amendment removes all option year pricing paragraphs and renumbers the pricing structure accordingly. Electronic submission of all offers is required, with quotations directed to sgprocurementrfq@state.gov. This amendment maintains all other terms and conditions of the original solicitation unchanged.
The objective of this amendment is to provide additional time for contractors to submit competitive quotations for ongoing HVAC maintenance services at the embassy facility while simplifying the contract structure to a single 12-month performance period. Contractors must submit completed pricing in Section B of the RFQ, which includes five Contract Line Items covering monthly scheduled maintenance, quarterly services, annual services, Davis-Bacon Act insurance, and Goods and Services Tax charges. The fixed-price contract requires offerors to include all labor, materials, equipment, overhead, and insurance costs with no allowance for cost escalations, currency fluctuations, or contractor estimation errors. No specific eligibility restrictions are noted in the amendment; however, contractors must ensure GST is properly identified as either a separate charge or zero if unregistered. Failure to submit the completed revised Section B will render a quotation incomplete and ineligible for award consideration.
