About this file

This is Amendment No. 0001 to Request for Quotation (RFQ) 19SN1025Q0022 issued by the U.S. Embassy Singapore for HVAC maintenance services. The amendment extends the quotation submission deadline to February 27, 2026, at 1630 hours Singapore Time, with all offers to be submitted electronically to sgprocurementrfq@state.gov. The amendment revises the contract structure from a base year with four option years to a one-year firm-fixed-price contract, removing all option year pricing paragraphs (B.5 through B.8) and renumbering the Grand Total as paragraph B.5.

The pricing structure includes fixed monthly, quarterly, and annual scheduled maintenance services for HVAC systems, with separate line items for Davis-Bacon Act (DBA) insurance and Goods and Services Tax (GST). Offerors must submit pricing in a specified currency and include GST as a separate charge if registered; unregistered contractors must list GST as $0. The contract includes five contract line items (CLINs): CLIN 001 for monthly services (12 months), CLIN 002 for quarterly services (4 occurrences), CLIN 003 for annual services (1 occurrence), CLIN 004 for DBA insurance, and CLIN 005 for GST. The fixed price includes all labor, materials, equipment, overhead, and insurance, with no adjustment for cost escalations, currency fluctuations, or contractor estimation errors. Failure to submit the completed revised Section B renders the quotation incomplete and ineligible for award.
