About this opportunity
The U.S. Department of Agriculture, Animal and Plant Health Inspection Service (APHIS), Cattle Fever Tick Eradication Program is soliciting quotations for semi-annual HVAC maintenance services and emergency repair support for six BARD 1.0-ton air conditioner units that support critical Land Mobile Radio (LMR) system repeater equipment at remote shelter sites along the South Texas border. The contractor must be a licensed and authorized BARD HVAC service representative capable of performing annual cooling inspections each spring and mid-season maintenance inspections each fall, along with providing 24-hour emergency response services with response within 24 hours. Award will be made to the lowest price, technically acceptable offer based on evaluation of price, technical capability (demonstrated through detailed responses addressing the Statement of Work sections 2.0-5.0), and past performance. Questions regarding the solicitation are due by March 11, 2026 at 12:00 PM Eastern Time, and quotations must be submitted electronically to julia.lackey@usda.gov by 3:00 PM Eastern Time on March 13, 2026, with prices held firm for 90 calendar days from receipt. Offerors must provide pricing for all items and periods to be considered responsive.
This is a Total Small Business Set-Aside solicitation under NAICS Code 238990 (All Other Specialty Trade Contractors) with a small business size standard of $19 million. The contract will be structured as a hybrid firm-fixed-price and time-and-materials arrangement consisting of one one-year base period beginning April 1, 2026, through March 31, 2027, and two one-year option periods through March 31, 2029, with a potential six-month extension available. The six shelter sites are located in Cameron, Webb, Hidalgo, and Maverick counties in the South Texas border region near Brownsville, La Joya, San Benito, and Quemado. The contract pricing will include firm-fixed-price line items for scheduled inspections and reports, while emergency repair labor will be compensated on a time-and-materials basis at a single blended fully-burdened hourly rate plus actual material costs, with hours estimated at eight per site annually for evaluation purposes only. Performance location is Brownsville, Texas 78520, and the government intends to make one award to the single lowest priced, technically acceptable quotation.
Notice text
(APHS), Cattle Fever Tick Eradication Program needs an annual service contract with a licensed and authorized BARD HVAC service representative who can provide semi-annual service inspections and maintenance for six HVAC units that support USDA’s Land Mobile Radio (LMR) system located along the South Texas border area. The Texas-Mexico International Border runs from El Paso to east of Brownsville, TX, and the Gulf of Mexico. The USDA Mounted Patrol Inspector (MPI) patrols a 639-mile section
of the border in Texas along the Rio Grande River from just north of Del Rio to Brownsville. The MPI is an integral part of the APHIS Veterinary Services Program as they provide the first line of defense against an outbreak of cattle fever. MPI’s are at risk as
they patrol difficult and dangerous terrain on horseback. Communication is a critical requirement for mission operations and personnel safety. Cellular phone service is not available in most of the patrol areas. Thus, the use of two-way radios has proven to be the best and most reliable means of communication. The shelter sites are in very remote areas and subjected to extreme environmental conditions, ranging from severe heat in the Summer to hurricane weather in the Fall and ice storms in the Winter season. The HVAC units are critical to maintaining operating temperatures for the radio repeater equipment housed in each of the six radio shelter sites supporting the LMR system.
