About this opportunity
The Department of Agriculture Agricultural Research Service seeks supply and installation of two 30-ton HVAC chillers for Building 13 at the Poultry Research Unit in Starkville, Mississippi, with quotations due June 12, 2026. This is a Total Small Business Set-Aside with a small business size standard of $19.0 million.
Place of performance is 606 Spring Street, Starkville, MS 39759 (SEA Poultry Research facility). Work must commence within 10 calendar days of Notice to Proceed and be completed within 120 calendar days thereof; the performance period runs July 1 through October 30, 2026. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors.
The contractor must be Mississippi-licensed and will demolish the existing 12-year-old 30-ton Carrier chiller and install two new 30-ton air-cooled chillers (Trane, Carrier, or approved equal). Scope includes modifying the concrete equipment pad, installing a Bell & Gossett Series e-90 chilled water pump with variable frequency drive, Schedule 40 iron piping for chilled water lines with closed cell rubber R-3ish insulation, heat-tracing exterior piping, performing factory-certified startup, and disposing of all debris. The two chillers and pumps will operate on an alternating schedule (lead-standby operation for two-hour or two-day intervals). New chillers must include hail guards, low ambient temperature kit, and BAC NET controls matching the existing unit. Work hours are 7:00 a.m. to 3:30 p.m., Monday through Friday, excluding federal holidays. A project schedule is due 14 days after award.
Evaluation uses lowest price technically acceptable criteria, weighing price fairness and reasonableness, technical approach acceptability, company experience with similar projects completed within the last three years, and past performance. A bid guarantee equal to 20 percent of the proposed price (not to exceed $3,000,000) is required. Davis-Bacon prevailing wage rates apply. Performance and payment bonds are required. Amendment 01, effective June 2, 2026, posted site visit sign-in sheets and RFI responses; offerors must acknowledge amendment receipt. Questions were due May 28, 2026. Solicitation is amended to post the site visit sign-in sheets and responses to all requests for information (RFIs) received by the RFI deadline. All other terms and conditions remain unchanged.
Acknowledgement of amendment is required with proposal submission by either returning a signed copy of the SF-30 or completing section 19 on the SF-1442.

This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 238220. The small business size standard is $19.0 million. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
Organized site visits have been scheduled for May 20, 2026 at 9:00 AM Central Daylight Time (CDT) and May 21, 2026 at 1:00 PM CDT. The same information will be provided at both site visits, so offerors only need to attend one. Contractors wishing to attend the site visit must register by emailing josh.dobereiner@usda.gov by May 19, 2026 at 3:00 PM CDT with the names of attendees, company they are with, and company(s) they are representing. A Government issued photo ID is required for attendance.
The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes. Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor’s responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document.
Bonds: Bid, Payment, and Performance Bonds are required.
All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov. Questions must be submitted no later than 3:00 PM CDT on May 28, 2026. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned.
