1. PROJECT INTRODUCTION
1.1. PROJECT TITLE
Supply and Install 2 – 30 Ton Chillers at Building 13.
1.2. PROJECT BACKGROUND AND PURPOSE
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Poultry Research Unit is housed in its own fenced-in compound at 606 Spring Street, MS State, MS 39762. Some of the live bird related research activities for this unit are housed in Building 13 which was originally built in 1966. Building 13 is served by a single 30 ton Carrier chiller which was manufactured in 2014. In 2020, the present HVAC system was designed and installed utilizing the existing 30 Ton Carrier Chiller.
Excerpts from the stamped plan sheets are included in this SOW and are available for inspection. The present 12 year old chiller is experiencing some issues which have been addressed with a temporary chiller. Due to the lack of redundancy of the cooling system, the research housed in this building is presently in jeopardy should these repairs fail. The purpose of this project is to restore the cooling portion of the HVAC system and provide needed redundancy by demolishing the existing 30 ton Carrier Chiller and replacing it with 2 – 30 ton chillers which will be programmed to operate lead lag with an alternating schedule. The present electrical, plumbing, and controls shall be modified under this contract to work in concert with the remainder of the existing B-13 HVAC system to provide the necessary conditioned air for the poultry research housed in the building. The contractor will need to coordinate with USDA Location personnel to schedule service interruptions and perform the installation in accordance with local, state, and national building codes.
2. SCOPE AND OBJECTIVES
2.1. DESCRIPTION OF WORK
Provide all materials, labor, and equipment to install two new 30 ton air cooled chillers, concrete slab, and all necessary equipment, controls, electrical, and plumbing to deliver a fully functional HVAC system for Building 13. Contractor services must be performed by a Mississippi Licensed Contractor.
2.1.1. Existing concrete equipment pad shall be modified to accommodate the new chillers and shall comply with the detail below. Chillers must be oriented and positioned to provide adequate maintenance access.

2.1.2. Demolish existing chiller and install 2 new, matching 30 ton air cooled chillers (Trane, Carrier, or approved equal) on the modified and sufficiently cured concrete equipment pad. These units will be programmed to operate preferably in a lead lag chiller operation if the current electrical panel will accommodate. If the existing electrical panel cannot accommodate the necessary electrical connection, the controls shall be modified so that only one chiller can be operational at a time. The requisite electrical connection work, plumbing, controls, etc. for the new chillers are to be installed by the contractor under this contract to work in concert with the remainder of the existing circa 2020 B-13 HVAC system to provide the necessary conditioned air for the poultry research housed in the building. All exterior piping is to be heat traced, insulated, and jacketed in a similar fashion to the existing piping. The contractor shall coordinate with USDA Location personnel to schedule service interruptions and perform the installation in accordance with local, state, and national building codes.
