About this opportunity

The Department of the Air Force Air Education and Training Command is seeking Heating, Ventilation, and Air Conditioning (HVAC) Assessment and Repair Services through a multiple-award Blanket Purchase Agreement (BPA). The solicitation requires contractors to provide comprehensive HVAC system assessments and repairs, including Air Handler Units, Fan Coil Units, Water Source Heat Pump/Split Systems, Chiller Leak Assessments, and Variable Refrigerant Flow Systems at multiple Joint Base San Antonio locations. Key qualifications include a valid Texas Air Conditioning and Refrigeration (ACR) Contractor license, current EPA Section 608 Technician Certifications for all assigned technicians, commercial general liability and automobile liability insurance, and implementation of NIST SP 800-171 cybersecurity standards. The Government will award up to three firm fixed-price BPAs to responsible contractors whose quotes are most advantageous based on a Lowest Priced, Technically Acceptable (LPTA) evaluation methodology. Critical deadlines include January 15, 2026 at 10:00 AM CST for questions, and January 27, 2026 at 1:00 PM CST for quote submissions to be sent via email to Bismark Badu at bismark.badu.3@us.af.mil.

This is a total small business set-aside with no current incumbent contractor identified in the solicitation materials. The BPA will establish a five-year ordering period from February 1, 2026 through January 31, 2031, with a master limit of $250,000 per year and individual call order limits of $25,000 per call, generating a potential maximum aggregate value of $1.25 million over the performance period. Contractors must submit complete unit pricing for all 61 line items in the Schedule B Price List, including HVAC components, materials, and hourly labor rates for five distinct assessment categories, with prices remaining effective for one year from award. Performance will be executed at four locations within Joint Base San Antonio: Lackland, Randolph, Fort Sam Houston, and Camp Bullis, with services provided Monday through Friday from 7:30 a.m. to 4:15 p.m. excluding Federal Holidays. The contractor must designate a contract manager with full authority to act on the contractor's behalf and must respond to service calls within two hours during normal duty hours.
