About this file
This is a Questions and Answers document for federal contract FA301626Q0006, an HVAC Assessment and Repair Blanket Purchase Agreement (BPA) for Joint Base San Antonio (JBSA).
Key contractual and operational requirements include: offerors must be licensed in Texas and maintain Commercial General Liability and Automobile Liability insurance (bonding is required); the applicable NAICS code is 238220 and cannot be changed; contractors will not cover all HVAC units on JBSA, only those requiring service within SOW parameters, with call volumes fluctuating constantly; contractor must provide repair quotes within 3 days based on an approved/accepted price list; offerors must submit a parts/materials price list with their quotation for Government evaluation, which will remain effective for one year if awarded; equipment information will be provided only when the Government officially places orders; and site visits are not required or authorized during the bidding phase. The Government will not provide a pre-approved parts list, does not have a preferred vendors list, and will not provide on-base storage space. Contractors must implement NIST SP 800-171 and obtain a current Basic NIST SP 800-171 DoD Assessment at time of award. Refrigerant types used include R22, R410A, R32, and R454B. Labor rates have been split for each assessment type (chillers and VRF). Reports must include required information validating requirements per appendix task lists, with no Government-provided template. Tax exemption certificates will be issued upon request.

Questions and Answers FA301626Q0006 HVAC Assessment and Repair
1. The SOW states the contractor must be ‘bonded and licensed in Texas.’ Can you confirm what bond type you require and what amount is required to obtain.
Government response: The Government is not requiring bonding for this BPA. Offerors must be properly licensed in Texas and shall maintain required insurance coverage to include Commercial General Liability and Automobile Liability insurance.
2. Are we required to keep the whole parts list in inventory and if so, how many parts per item?
Government response: No; however, long turn around times to obtain parts could cause work to go to another contractor.
3. Are any units are the rooftops.
Government response: Yes
4. Supplies charges for example like brazing rods, oxygen, acetylene, 181A tape, and mastic (pookie). How many techs are required?
Government response: Unsure of the first sentence in the question and how it relates to tech hours. Contractor to propose tech hours required for each service call. [cost of consumables that may not be entirely exhausted for each service call can be included in the hourly rate]
5. I didn't see much detail on how many HVAC units we will be covering per base. Are we on call during operational hours or are their after hour service calls required? I want our bid to be as accurate as possible.
Government response: Contractor will not be covering all HVAC units on JBSA, only ones that require service for issues that fall within the parameters of this SOW. Number of calls fluctuates constantly.
6. Chiller and VRF hourly rates, are they able to be submitted on a new line which would be line 58?
Government response: labor rate has been split for each assessment. Please see the revised price list.
7. I do see in the statement of work we would be required to submit our rate sheet within 3 day's but I want to confirm if it's a separate rate or not.
Government response: SOW stipulates contractor shall provide their repair quote within 3 days. This is based on the contractor’s approved/accepted price list.
8. I would like to request the NAICS code of 561210 to be added. We responded to the sources sought under this NAICS code as stated in the RFI since we are over the 19M limit for the 238220 NAICS code. The 561210 NAICS code would allow for the inspection, repairs and replacements of the HVAC and additional services such as controls, electrical, piping and minor projects to be accomplished seamlessly.
Government response: 238220 is the most appropriate NAICS Code for this requirement and cannot be changed at this time.
9. TXV & evaporator coil we need to know refrigerant they use in order to get a part or any model & serial number to cross reference. Those would be lines 32-36. For the compressor overload switches I need serial #'s from compressor to get those parts.
Government response: Refrigerant types used R22, R410A, R32 and/or R454B Sample of serial #s for WSHPs (data is limited) SN - 3810V20594 - Heat Pump Water Source Single Package - 1 TN SN - 2514V12527 – Heat Pump Water Source SN - 4108V63841 - Heat Pump, Water Source, Console - 1 ton
10. For the reversing valves I need pipe sizes and refrigerant if possible.
Government response: unknown due to multiple unit types
11. Pressure switches if you could provide the cut in & cut out parameters.
Government response: unknown due to multiple unit types
12. Line 15 not sure what type of Thermostat that is, nothing was found in our databases
Government response: Web search provided multiple sources for the item in question;
20631 is apparently one company’s product number for the controller [some installed equipment may differ due to vendor changes or supply availability and can be quoted separately as needed]
13. Lines 37 & 38 not sure what boards those are, again nothing found, but if you can provide more info my parts house said they can do better at locating them
Government response : Item 0037 Premier Link Board (WSHP) Carrier HK50AA039; Carrier 33CSPREMLK-01-R Premier Link Controller Board; item 0038 CXM Board (WSHP) S17S0001N05 Climate Master Control Board
14. Compressor for M: UPKB-036JAZ they weren't able to get that model or serial number to cross reference anything at all even on the web. If we can get a Model & Serial number from these compressors we can have a better chance of getting them
Government response: Web search provided parts for the 7023 series (Repair clinic); as the subject matter expert, we rely on the contractor to provide compatible parts suggestions.
15. Line 53 that temp sensor I haven't been able find a match or anything with that part number supplied, are we able to get some more info?
Government response: Revised PN to 330419602 – contractor to verify compatibility
SENSOR, TEMPERATURE, WATER, DAIKIN # 330419602 / ENTERING & LEAVING
WATER TEMP SENSOR.
16. We need to confirm whether bonding requirements are applicable to this BPA.
Government response: Yes
17. To ensure our pricing is accurate and compliant (correct parts identification, quantities, and any access/scope considerations), would you authorize TekAir Inc to perform a brief site visit to inspect the unit(s) and verify field conditions prior to finalizing the parts list and pricing?
Government response : Site Visit is not required for this requirement. This BPA does not represent a single defined project/site and does not obligate the Government to place orders. 23. Will the Government provide a pre-approved parts price list, or must the contractor submit one for approval?
