About this opportunity

The Department of the Interior National Park Service Southeast Region is procuring comprehensive HVAC assessment and installation services for housing units at Virgin Islands National Park through solicitation 140P5425Q0038. The project involves conducting detailed HVAC system evaluations and installing new energy-efficient equipment across 62 residential units at seven different locations, including Lind Point Housing (30 units), New Employee Housing (13 units), and five other housing facilities with systems primarily from Daikin, Mitsubishi, and Trane manufacturers. Contractors must perform on-site inspections, conduct load calculations, identify system deficiencies, recommend replacements using Energy Star rated equipment with non-ozone depleting refrigerants, and provide professional installation compliant with local and federal building codes. The government will award a firm-fixed-price contract based on best value evaluation criteria including pricing, ability to perform services, completion time, and past performance. Due to inclement weather conditions, the site visit has been rescheduled to August 25, 2025 at 10:00 a.m. at the Virgin Islands National Park Visitor Center, with questions now due August 27, 2025 at 1:00 p.m. Eastern and proposals due September 5, 2025 at 1:00 p.m. Eastern.

This opportunity is designated as a total small business set-aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19.0 million. No incumbent contractors are specifically identified in the solicitation documents, and no award values or budget ranges are disclosed. The contract period of performance extends from September 30, 2025 to February 25, 2026, providing approximately five months for completion of all assessment and installation work. The work will be executed in phases, with Priority 1 focusing on specific units at Lyne House and Callahan House, and contractors must provide comprehensive deliverables including assessment reports, recommendation packages, installation plans, completion reports, and preventive maintenance plans with staff training. All work will be performed at the Virgin Islands National Park locations in the U.S. Virgin Islands, requiring contractors to have valid Unique Entity ID registration and active System for Award Management registration to be eligible for award.
