About this opportunity

The Department of the Interior Bureau of Reclamation seeks turbine runner cavitation repair services at Hungry Horse Power Plant in Montana under an Indefinite Delivery Indefinite Quantity contract, with sealed bids due August 13, 2026, at 0900 MDT. This is a total small business set-aside under NAICS 238190 with a $19 million size standard, foreclosing competition outside the small business pool.

Place of performance is Hungry Horse, Montana. Work includes inspection, weld preparation, welding, and grinding of cavitation damage on four 105,000 HP Francis-type turbine runners (Units G1–G4), with task orders issued individually during Government-scheduled maintenance outages between February 2027 and October 2030. The contract runs from September 18, 2026, through September 17, 2031.

Allowable working hours are Monday through Thursday, 6:30 AM to 5:00 PM. The specification requires a comprehensive onsite safety program including an onsite safety representative, part-time safety and health professional, and Certified Industrial Hygienist, with compliance to Reclamation Safety and Health Standards and 29 CFR regulations. Contractor personnel must provide baseline and monthly updated construction schedules using Oracle Primavera P6 and operate a web-based Contract Document Management System before submitting any contract documents. Bidders are strongly urged to conduct mandatory site visits; an organized site visit was held July 13, 2026, at 0800 MDT.

The IDIQ has a guaranteed minimum of $2,500 and a maximum value of $1.4 million across all task orders and contract years. Pricing is structured across five schedules: Schedule A–D cover mobilization/preparatory work (lump sum), welding repair (250 pounds at unit price), finish grinding (50 hours at unit price), and blade extension removal (lump sum) for each unit; Schedule E covers contract document management system services (lump sum). Liquidated damages are $3,555 per calendar day for work delays. Bidders must submit a bid guarantee equal to 20 percent of the bid price or $3 million, whichever is less. Performance and payment bonds are required within ten business days of task order award. Prevailing wage rates per Montana Wage Determination MT20260032 apply. Questions were due July 22, 2026.
