About this file

This document is Amendment No. 0004 to a federal contract solicitation for the Hungry Horse Power Plant Turbine Runner Cavitation Repair project located in Montana's Columbia Pacific Northwest Interior Region 9, issued by the Bureau of Reclamation.

The solicitation establishes five price schedules (A through E) for repair work on four 105,000 HP Francis-type turbine runners (Units G1-G4) that have experienced cavitation damage. Schedule A includes G1 repairs with three line items: mobilization and preparatory work (lump sum), welding repair of turbine runner (250 pounds at unit price), finish grinding of hydraulic profile (20 square feet at unit price), and removal of turbine runner blade extensions (lump sum). Schedules B, C, and D follow identical structures for Units G2, G3, and G4 respectively, each priced per unit. Schedule E covers contract document management system services (lump sum, applicable to all units G1-G4). The amendment revises sections addressing submittals, contractor onsite safety personnel qualifications and responsibilities, metal fabrications welding procedures and standards, and turbine repair execution requirements. Key revisions include updated submittal forms (B-51 and B-52 for hydraulic profile grinding documentation), clarified material testing and weld procedure requirements per ASME BPVC Section IX and ASTM standards, and detailed specifications for repair procedures including crack remediation, surface finish tolerances (125 micro-inches, D/L ratio of 0.015 or less), and dye penetrant verification inspection by third-party inspectors. The contract requires comprehensive safety planning with onsite safety representatives and certified industrial hygienists, material chemical composition testing via spark atomic emission spectrometry, and submission of qualification records and inspection reports to a Contracting Officer Representative.

1. Units G1 through G4 are equipped with 105,000 HP Francis-type turbine runners, designed and manufactured by Allis-Chalmers, Milwaukee, WI. The runner throat diameter is 126 inches.

2. Each runner contains 15 blades, also referred to as “buckets” or “vanes”.

3. The runners have been in service since 1950, and each runner has had cavitation damage repaired on multiple contracts. Each contract has had different work crews and time-limited scope of work resulting in different conditions for each runner.

4. Most of the runner is carbon steel, but a significant amount of stainless steel exists from previous repair areas:

a. Base metal of the runner assembly is cast steel conforming to Federal

Specifications QQ-S-681b, Class 2 Medium, Annealed. Copy of historical specification is made a part of Section L – Attachments.

5. Runner material will be tested in accordance with 05 50 00 – Metal Fabrications for each unit to verify material type for information.

6. Previously applied protective coatings on runners may contain regulated metals.

Other contaminants may be present.

7. On units G1 through G4, runner damage is mostly observed as cavitation-enhanced corrosion in the crown area and on the face of the blades. This corrosion has been characterized as severe surface pitting with a porous appearance reminiscent of some kinds of cheese. The leading edge of most of the blades exhibit corrosion erosion. Although these units are not known for having cracks in the blades, some cracks have been previously found. Several of the units have already been clad with stainless steel in the most troublesome areas.

48 13 13 - 4

8. On unit G1 a trailing edge extension was added to each of the 15 blades in a trial attempt to mitigate cavitation damage. See section 51 00 00 – Information Available to Bidders.

9. The work area of the turbine runner is accessible through two large doors in the draft tube:

a. Draft tube doors are accessed from Floor 1 at El. 3070.50.

b. Access opening dimensions:

1) Door opening dimensions are 23.5 inches wide by 29.5 inches high.

2) After installation of the draft tube work platform, the access opening dimensions are 23.5 inches wide by 20 inches high.

10. Main access to the power plant is from ground level Floor 4 at El. 3113.50.
