About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is soliciting quotes for a one-year Human Mobility Data Subscription to support research on recreational and human uses of coastal natural resources, with specific applications for measuring the effects of oil spills and toxic waste sites on human activity. Vendors must provide anonymized, nationwide human mobility data with minimum two years of historical coverage and preference for data extending back to 2019, delivered via downloadable CSV files or API access. Key requirements include data granularity sufficient to generate daily estimates of unique devices within NOAA-specified geographic areas, at least four user access credentials, comprehensive non-proprietary documentation including data codebooks and methodology statements, and customer service support. The contract period runs from June 1, 2026 through May 31, 2027, with two optional 12-month renewal periods extending through May 31, 2029. Vendors must submit proposals in two volumes with the Technical Approach and Sample Scenario limited to a maximum of 10 pages combined, and must provide a sample dataset for American Family Field in Milwaukee covering January 1, 2023 through January 1, 2025 to demonstrate delivery capability. The subscription must support approximately 15 discrete projects annually with nationwide coverage and unlimited access or sufficient quota to meet NOAA's needs. Performance will take place in the United States with all data deliverables provided remotely, and the government will issue a purchase order on or before May 29, 2026.
