About this file

This is Amendment 0001 to a Request for Quote (RFQ) issued by the National Oceanic and Atmospheric Administration (NOAA) for a one-year Human Mobility/Location Data subscription. The solicitation number is 1305M226Q0002, with an effective date of February 10, 2026. Questions are due by February 17, 2026 at 2:00 PM Eastern Time, and quotes must be submitted by February 24, 2026 at 2:00 PM Eastern Time to Marion Cavanaugh (Contract Specialist) at marion.cavanaugh@noaa.gov and Heather Coleman (Contracting Officer) at heather.l.coleman@noaa.gov. The contract period of performance is June 1, 2026 through May 31, 2027 (12 months) with two optional 12-month renewal periods.

Vendors must submit quotes in two volumes: Volume I (Non-Price Business Solution, maximum 10 pages) containing a Technical Approach and Sample Scenario, and Volume II (Price). The Technical Approach must address data granularity, volume, temporal coverage (minimum 2 years, preference for data back to 2019), delivery methods, data dictionary, customer support, and licensing terms. The Sample Scenario requires vendors to provide a sample dataset for American Family Field in Milwaukee using specified geospatial coordinates and a date range of January 1, 2023 through January 1, 2025. Quotes will be evaluated on Technical Approach (most important), Sample Scenario, and Price (with the two non-price factors significantly more important than price). Vendors must propose pricing for the base 12-month period and two optional 12-month periods. Pricing must include at least four user access credentials where applicable, and vendors are encouraged to consider reducing or eliminating escalation costs for option periods.

Section 2 - Section 2

Summary of Clause Changes:

Clause 52.212-1 Addendum is incorporated as follows:

52.212-1 Addendum Instructions to Offerors--Commercial Products and Commercial Services (Deviation)(JAN 2026) Addendum

Paragraph (c) of RFO Clause 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEVIATION)(JAN 2026) is amended as follows: “The vendor agrees to hold the prices in its quote firm for 120 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the solicitation.” Paragraph (c) of RFO Clause 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEVIATION)(JAN 2026) is deleted in its entirety.

(a) Instructions for Submission of Quote: These instructions prescribe the format for the quote and describe the approach for the development and presentation of the quote. The instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of quotes. Quotes are expected to conform to solicitation provisions and be prepared in accordance with this section. Noncompliance with the solicitation requirements may eliminate the quote from further consideration for award.

(b) Submission of Questions and Quotes: Questions and quotes shall be submitted by email to both the individuals listed below:

Contract Specialist, Marion Cavanaugh at marion.cavanaugh@noaa.gov and Contracting Officer, Heather Coleman at heather.l.coleman@noaa.gov

Deadlines:

Questions are due no later February 17, 2026 at 2:00 PM Eastern Time.

Quotes are due no later than February 24, 2026 at 2:00 PM Eastern Time.

All questions and quotes must be submitted to the email addresses stated above only. Questions and quotes submitted elsewhere may not be accepted. It is the vendor’s responsibility to ensure that any submission transmitted to the specified Government representative(s) is received prior to the due date specified. Vendors are highly encouraged to contact the Government representative(s) specified above prior to the solicitation’s stated date and time for receipt of quotes to ensure the Government has received the submission. Quotes received after the date and time specified in this solicitation may be excluded from consideration.

The following volumes shall be submitted for each quote:

Volume I - Non-Price Business Solution (Page limit 10 pages) Volume II - Price

(c) Content Requirements: Electronic copies of Volume I - Non-Price Business Solution shall include all information required for evaluation, excluding any reference to price. A “page” is defined as a typed page of the proposal, i.e., one (1) sheet of paper with typing on one (1) side is considered a page. A cover sheet, table of contents and list of acronyms, will not be included in the page count. Each page in this volume shall be separately numbered. The Volume I – Non-Price Business Solution shall be no more than 10 pages. The cover pages, table of contents, resumes, or list of acronyms are not included in the 10-page count for Volume I – Non-Price Business Solution. Pages submitted above the page count of 10 will not be read or considered part of the evaluation. Font type shall be Times New Roman size 12 point.

No reduction of font size will be allowed in the proposal. Costly, complex presentations are neither required nor desired. No columnar or newspaper style grid (columns) pages will be allowed. The vendor’s Volume I – Non-Price Business Solution Technical Approach factor must be submitted in Microsoft Word document. The vendor’s Volume I – Non-Price Business Solution Sample Scenario must be submitted as a .csv. The vendor’s Volume II – Price must be submitted using Microsoft Office Excel.

(d) Volume I – Non-Price Business Solution. This volume shall be subdivided into the following factors:

A. Technical Approach B. Sample Scenario

A. Technical Approach. The vendor’s technical approach shall not exceed 10 pages. The quote shall contain technical information that addresses how the vendor plans to meet the requirements of the Human Mobility / Location Data subscription. The Government considers mere reiteration of the requirement or standard reference material to be inadequate. The Technical Approach must explicitly address the following areas based on the requirements and preferences of this solicitation.

1. Data Granularity and Variables: The vendor shall demonstrate that the data provided is anonymized and free of personally identifiable information (PII). The quote must confirm the data has sufficient granularity to produce a daily estimate of the number of unique devices within an Area of Interest (AOI) in the US.

a. Preference: Quotes demonstrating granularity down to the ping or cluster-of-pings (‘activity’) level and work/home origin data (obfuscated to ZCTA level or similar) will be viewed more favorably.

Understanding there may be minimum and maximum sizes on AOIs, quotes with fewer limits on the query structure are preferred. Vendors should list all available variables and descriptive flags.

2. Amount of Data: The subscription must last for one year. The quote must demonstrate sufficient data volume to serve NOAA staff and project needs. If the quote does not offer unlimited access, the quota must be described in a relevant metric (e.g., Gigabytes, # of observations, # of projects).

a. Preference: Unlimited access to all US data in the Contractor’s library.

3. Time Window of Availability: NOAA requires sufficient temporal coverage to analyze patterns across time (e.g., seasonal patterns).

a. Requirement: Data must be available for a minimum of 2 years before the present.

b. Preference: Data available back to 2019 or earlier.

4. Data Delivery Method: Quotes must describe the workflow for transferring data. The process must be straightforward, clearly documented, and compatible with NOAA systems (e.g., no requirement for static IP addresses). A backup procedure (e.g., providing queries via AOIs/dates and receiving .csv files) must be available.

a. Preference: A web-based platform or API for submitting data queries to allow exploratory work before downloading. Customer support for any API or similar tool is also preferred, as is a track record of timely and accurate delivery. The data delivery method should support on-demand, batch retrieval of historical data based on specific geospatial inputs (e.g., uploading a geospatial vector file) and date ranges. We prioritize ease of extraction over continuous automation. While API access is acceptable, low-code/straightforward methods for querying complex geometries without requiring extensive engineering integration are preferred. Continuous data streaming or 'always-on' feeds are not required and will not factor into the evaluation.

5. Data Dictionary and Methodology: The vendor must provide a clear description of each variable or ‘flag’ in the dataset.

a. Preference: Detailed information regarding data generation and processing is preferred to minimize reliance on post-award support.

6. Customer and Technical Support: The vendor must explicitly state their ability to provide email support for questions regarding data and transfer processes.

a. Preference: Quotes describing a comprehensive support process (troubleshooting, supplementary datasets such as nationwide aggregate statistics) are preferred.

7. License and Restrictions on use: The proposed license must ensure NOAA's ability to share data for collaborator use and to comply with all federal information disclosure, discovery, and transparency requirements.

a. Preference: Preference will be given to licenses that impose no restrictions on NOAA's ability to share the raw data.

B. Sample Scenario: The vendor shall provide a sampling of the data that would be provided to the Government based on the below scenario and solicitation .txt file Attachment B - Stadium American Family Field Milwaukee. Attachment B shall be treated like a geojson file. Alternatively, the vendor may re-create the geojson provided in attachment B according to the following definition: The AOI for the sample scenario is a disc defined by the centroid at (lat, long), (-87.971293, 43.028223) with a 125m radius around that centroid. Vendors shall provide every aspect of the sample that would be included should this be an actual request of the Government under performance of the resulting contract to this solicitation.

Data request details:

For the Solicitation Attachment B - Stadium American Family Field Milwaukee , please provide a time series of the mobile device pings (or if that level of resolution is not available, then provide at least the number of unique devices present each day) from January 1, 2023 through January 1, 2025 (or an alternative consecutive 24 month period.)

(e) Volume II - Price

The price quote shall be submitted separately from Volume I – Non-Price Business Solution. Price quotes must on the Standard Form (SF) 1449 - Solicitation/Contract/Order for Commercial Products and Commercial Services. The vendor shall provide a total price for a one-year subscription and an annual price for two additional one-year subscription renewal options. Pricing shall be complete and include all applicable fees. A quote that does not include pricing for the annual one-year subscription and an annual price for two additional one-year subscriptions will not be evaluated for award. Current significant budgetary constraints demand that the impact of these constraints and ownership of the solution be shared throughout the public sector including its contractors. Vendors are asked to consider reduction or elimination of escalation costs and prices for the option periods.

Within Volume II - Price, the vendor must submit the following:

1. A completed and signed SF 1449 - Solicitation/Contract/Order for Commercial Products and Commercial Services.

2. Acknowledgement of any solicitation amendments.

3. Completion of representations and certifications unless provided in SAM.gov

(End of provision)

Clause 52.212-2 is incorporated as follows:

RFO 52.212-2 EVALUATION-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES. (NOV 2021)

(Deviation JAN 2026)

This provision has been tailored to this procurement:

The Government will award a single task order resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The evaluation will consist of three factors:

1. Technical Approach

2. Sample Scenario

3. Price

The Technical Approach factor is more important than the Sample Scenario. When the two non-price factors are combined, they are significantly more important than Price.

Volume I – Non-Price Business Solution Evaluation

Factor A: Technical Approach: Quotes will be evaluated to determine if the Technical Approach clearly demonstrates the vendor’s understanding and ability to execute the data subscription requirements.

The Government will evaluate the quote's ability to meet the requirements and will evaluate the degree to which the quote meets the stated preferences.

Factor B: Sample Scenario: The Sample Scenario data set will be evaluated based on ease of use, data quality, time window of availability, data granularity and variables, and amount of data. NOAA will evaluate the process of data delivery as well as the data product itself:

a. Ability to deliver precisely what was requested in the sample (same shape, format, time range).

b. Data quality of the delivered sample.

Volume II - Price Evaluation

The total overall price/cost will be calculated by adding the sum of the base 12-month period and two 12-month option periods. A price/cost realism analysis will not be performed. The degree of importance of the pricing will increase commensurate with the degree of equality among the Non-Price Business Solutions.

The unit pricing of the 12-month base period and two option years shall be deemed fully evaluated for use by the Government should it elect to exercise FAR Clause 52.217-8, which is applicable to this solicitation and any subsequent award, and may be exercised at different times, more than once, for a total period not to exceed six months. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(End of provision)

A. Amendment 0001 is issued to answer the following questions received in response to the solicitation and make changes as listed below.

1. Question: Will a pre-submission meeting be held as originally indicated in the pre-solicitation posted on SAM? If yes, please provide the details.

Answer: No, a pre-solicitation conference will not be held as it was deemed unnecessary by the Government.

2. Question: What types of Human Mobility Data (HMD) has NOAA and its partners previously used/evaluated leading up to this RFQ? For instance, have they used raw data, expanded data to estimate what an entire population does, etc.?

Answer: NOAA and partners have used all of the above, from raw pings, up through heavily processed estimates of total use. NOAA's analyses have mostly made use of unique device counts within AOIs and 'activity' data (clusters of pings with a centroid and duration estimated and provided by the vendor) but we have experience with raw ping data and a variety of processed versions of the data.

3. Question: What vendors' of Human Mobility Data (HMD) has NOAA and its partners previously used/evaluated leading up to this RFQ?

Answer: NOAA and partners have worked extensively with data products from multiple vendors including AirSage, Reveal, Unacast, and Ventell. NOAA has also seen data samples from Mapbox, Cuebiq, Streetlight, Tomoco, and Near.

4. Question: Please clarify the output that NOAA and its partners is seeking. Section 1. Background of Attachment A indicates, "The most important data product for this work is a vendor's count of unique devices per day within specified polygons." Section 3. Data Subscription Description, 3.4.1 of Attachment A indicates, "...to produce a daily estimate of the number of unique devices within and AOI." Does NOAA and its partners seek to know the raw number (i.e., unique number) of devices seen at each AOI, the estimated total number of people assumed to be at each AOI (e.g., as though a 100% sample of the population was obtained), or something else?

Answer: The sample is worded ambiguously as we are aware that some providers do not provide raw pings or 'activity' level data but only share unique counts of devices at the daily level. We do not wish to exclude such providers so it is acceptable to share a dataset as highly aggregated as a unique daily device count. We are interested in the less aggregated products if available. So, if a vendor regularly provides raw pings or 'activity' level clusters of pings, that is the preference. We are NOT interested in processed estimates of total number of people present, we want the mobility data only.

5. Question: Please clarify what is meant by "point of origin" prior to a device being seen at an AOI.

Does NOAA and its partners seek to know the generalized home location of the devices seen at each AOI, the place that the devices were seen at immediately before being seen at each AOI, or something else?

Answer: "Point of origin" simply means the 'generalized home location of the devices seen at each AOI' or whatever the vendor calls their own estimates of home locations. We have seen some offer home and work; others offer home only and the name of this variable varies by provider; we are interested in the home origin information in whatever form is standard for the vendor.

6. Question: It is noted that Volume II is to be submitted in an Excel file format. Is Volume I to be submitted in a PDF format or something else?

Answer: Please see Amendment 1 that requires Volume I – Non-Price Business Solution, Technical Approach Factor to be submitted as a Microsoft Word document and Volume I – Non-Price Business Solution Sample Scenario factor to be submitted as a .csv file.

7. Question: Page 2, Section 3.2 indicates that the subscription shall include “user access credentials (greater than or equal to 4)”. For pricing alignment, could the Government confirm whether 4 users represent the anticipated number of licenses required, or whether additional user capacity should be proposed? If the anticipated user capacity is greater than 4, can the Government provide the exact amount?

Answer: The question may be using different definitions for 'user' and 'license' than the solicitation intended. For license, we mean the single NOAA license; NOAA seeks a single, one-year unlimited (or equivalent) license. 'User' here means just a person who has a login to a system to query data (for the providers who have and use such a system.) To be clear, the terms of the solicitation expressly will not limit use of the data to those with login information. We anticipate any users with login credentials will be sharing data with other users across NOAA. For convenience we want at least 4 logins (for those providers who use credential systems.) We expect there are providers who do not use credential systems in which case this requirement does not hold. We do not know how the provider will transmit data and if that transmittal will require credentials to submit queries. We assume that some providers do use a system with login credentials. For such vendors we wish to ensure that at least 4 user credentials are included with the price. If a vendor who uses credential systems scales price with the number of credentials then the exact number should be 4. We anticipate some vendors will not scale users with price directly and expect some will have a specific number of default users which may be larger than 4. As made clear in the solicitation, users of the data will include staff across NOAA and partners and would not be limited to the users with credentials.

8. Question: Page 16, Section CAR 1352.270-70 Period of Performance indicates the “base period of performance is June 1, 2026 – May 31 2027” (12 months) along with two 12-month options years. Page 20, Volume II – Price Evaluation (second paragraph) references “unit pricing of the 6-month base period and four option years…”. For pricing alignment, can the Government confirm the correct period of performance for this contract effort?

Answer: Please see Amendment 1 that revises Volume II - Price Evaluation to include a 12-month base with two option years.

B. Changes to the solicitation are as follows:

1. Paragraph (c ) Content Requirements of solicitation provision 52.212-1 Addendum Instructions to Offerors--Commercial Products and Commercial Services (Deviation)(JAN 2026) is changed as follows:

Electronic copies of Volume I - Non-Price Business Solution shall include all information required for evaluation, excluding any reference to price. The cover pages, table of contents, resumes, or list of acronyms are not included in the 10-page count for Volume I

– Non-Price Business Solution submitted above the page count of 10 will not be read or considered part of the evaluation.

2. Paragraph (d) Volume I - Non-Price Business Solution of solicitation provision 52.212-1 Addendum Instructions to Offerors--Commercial Products and Commercial Services (Deviation)(JAN 2026) is changed as follows:

(d) Volume I – Non-Price Business Solution. This volume shall be subdivided into the following factors:

A. Technical Approach B. Sample Scenario

3. The second paragraph under Volume II – Price Evaluation in solicitation provision RFO 52.212-2 Evaluation-Commercial Products and Commercial Services (NOV 2021) (Deviation JAN 2026) is changed as follows:

The unit pricing of the 12-month base period and two option years shall be deemed fully evaluated for use by the Government should it elect to exercise FAR Clause 52.217-8, which is applicable to this solicitation and any subsequent award, and may be exercised at different times, more than once, for a total period not to exceed six months. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
