Deliverables must be available as downloadable files in CSV format or via API retrieval on an ongoing basis during the subscription period. The contractor must also provide customer service support to address NOAA staff questions regarding data nature and construction. All data must be fully anonymized, free of personally identifiable information, and available for unrestricted sharing with NOAA partners, co-trustee agencies, courts, and the public. The contractor shall furnish all necessary facilities, materials, equipment, and services; the government will provide no resources.

Nationwide Human Mobility Data Subscription Description

1. BACKGROUND: Since 2020, Assessment and Restoration Division (ARD) Economists have been investigating and analyzing Human Mobility Data (HMD) sourced from multiple data providers. ARD now seeks to enter into a data subscription agreement with a qualified provider to the data. ARD and NOAA partners plan to use HMD to study recreational and other human uses (by the public) of coastal natural resources in the US. ARD's specific applications involve the effects of oil spills and toxic waste sites on human use. Partners within NOAA plan to use the data for related applications such as monitoring marine sanctuary use and more general valuation of environmental amenities. The most important data product for this work is a vendor's count of unique devices per day within specified polygons. NOAA is also interested in point of origin data and any available metrics on data and measurement variability, etc. All data provided to NOAA must be anonymized and free of potential Personally Identifiable Information (PII). Key features of the subscription include:
1.1 Nationwide coverage of the United States
1.2 Unlimited access to a provider's library or an access quota of sufficient size so that NOAA staff can investigate approximately 15 discrete projects per year.
1.3 The Contractor shall provide all non-confidential and non-proprietary documentation related to the data, including, but not limited to, data codebooks, methodology statements, and detailed descriptions of all processing and quality control steps. The provided documentation should be comprehensive enough to allow the Client to understand the data, its limitations, and how it was collected and processed. Any information withheld due to confidentiality or its proprietary nature, should be replaced by a general description of the withheld information so that the Client can understand the qualitative concepts and mechanics of omitted information.
1.4 Customer service: ARD anticipates, based on previous experience, that questions for the data provider will arise and support to answer NOAA's questions regarding the nature and construction of the data will be needed.
1.5 Sharing permissions: data can only be useful for NOAA without restrictions on the further sharing of data with partners, co-trustee agencies, courts and the public.
2. SCOPE/OBJECTIVE: NOAA has a requirement for a data subscription consisting of visitation information described below for sets of points of interest (POIs), geographic areas, to be defined and provided by NOAA as needed. The scope is for data provision on an annual basis paired with appropriate technical support to facilitate ingestion and understanding of the data provided (i.e. help understanding what the data represent and how they came to be.) No analysis or opinion is sought, only data and support. The primary objectives of this project for ARD are to investigate the potential for using HMD to increase the rigor and/or reduce the costs of our recreational and human use assessments of oil spills and waste sites. ARD hopes to gain an understanding of the reliability of these data to measure the use of natural resources. Partner NOAA groups (such as ONMS) have similar objectives to conduct investigations into the usefulness and reliability of these data for monitoring sanctuaries and more broad valuation of US natural resources. ARD will require repeated access to and/or downloads of the vendor’s mobility data products.
3. DATA SUBSCRIPTION DESCRIPTION: The contractor shall provide a data subscription to meet all the requirements listed below. The data subscription shall at minimum consist of:
3.1 Sufficient data volume to serve NOAA staff and project needs.
3.2 User access credentials. (≥4)
3.3 Sufficient flexibility to query data from NOAA provided custom Areas of Interest (AOIs)
3.4 The available data should satisfy at minimum:
3.4.1 Sufficient granularity to produce a daily estimate of the number of unique devices within an AOI
3.4.2 Data back to two years before present (earlier is preferred)
3.4.3 Data dictionary: The vendor must provide a clear description of each variable or ‘flag’ in the dataset.
4. ACCEPTANCE CRITERIA: The scope of the datasets available to be queried under the subscription will cover the needed information described above in the time window of interest.
The data described must be available for delivery or API retrieval as data files (csv or similar) for analysis on an ongoing basis during the length of the subscription.
5. DELIVERABLES: The data described must be available for download, API, or equivalent retrieval as data files (csv or similar)
6. GOVERNMENT FURNISHED RESOURCES:
The Government will not furnish any resources to the Contractor in support of this contract.
7. CONTRACTOR FURNISHED PROPERTY:
The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this contract, except for the Government Furnished Resources specified in paragraph 6 above.
