About this opportunity
The National Institute on Drug Abuse (NIDA), acting on behalf of the National Center for Advancing Translational Sciences (NCATS), is conducting market research to identify qualified contract research organizations capable of performing Human Discovery Panel (HDP) analysis to obtain single-cell multiomic data. The procurement specifically requires preparation and sequencing of 33 samples of human pluripotent stem cell-derived sensory neurons under different inflammatory conditions, utilizing a platform that combines single-cell RNA sequencing with DNA barcoded antibodies targeting up to 325 distinct proteins. Interested vendors must be classified under NAICS code 541380 (Testing Laboratories and Services) and must submit detailed capability statements that include company information, employee count, personnel qualifications, existing government contract vehicles, manufacturing location, and size status verification. The government will evaluate responses based on the availability and capability of qualified small business sources, particularly their classification as various types of small businesses including HUBZone, service-disabled veteran-owned, 8(a), veteran-owned, woman-owned, and small disadvantaged businesses. All capability statements must be submitted to Andrew Varley at Andrew.Varley@nih.gov by August 12, 2025, at 11:00 AM Eastern Time.
This sources sought notice does not include any set-aside designation at this time, as the government is using this market research to determine the appropriate acquisition method and whether a set-aside will be possible based on the responses received. No incumbent contractors or potential award values are mentioned in the notice, as this is strictly a market research exercise rather than an active solicitation. The project involves processing exactly 33 samples of specialized human stem cell-derived neurons, representing a relatively focused scope of work for single-cell multiomic analysis. Companies must meet the small business size standard of $34,000,000 or less in annual revenue under the designated NAICS code to be considered for potential future procurement opportunities. The government emphasizes that this notice does not guarantee any contract award and serves solely to gather information about the marketplace capabilities. The relatively short response timeframe of one week indicates the government's urgency in completing this market research phase.
