About this opportunity
The Naval Sea Systems Command (NAVSEA) at Norfolk Naval Shipyard (NNSY) is soliciting proposals for a Firm Fixed Price Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide management, technical services, labor, materials, support services, and equipment for depot-level repairs, alterations, troubleshooting, maintenance, installation, and removal of hull, mechanical, and electrical (HM&E) equipment and systems onboard U.S. Navy vessels and other military vessels, including submarines. The solicitation (N4215822RS001) underwent multiple amendments, with the final proposal due date set for March 21, 2022 at 4:00 PM, following an amendment issued on March 16, 2022 that reopened the solicitation for additional documentation requirements. Proposals will be evaluated based on technical capability and past performance to determine contractor responsibility and capability to perform the required services. The government established a questions deadline prior to February 11, 2022, when answers to offerors' questions were published, and subsequent amendments on February 17, 25, and March 16 provided clarifications and revisions to requirements, including allowances for submission of welding and non-destructive testing procedure lists in lieu of full procedure documentation.
This requirement is designated as a total small business set-aside under NAICS code 336611 (Shipbuilding and Repair) with a size standard of 1,250 employees and Product Service Code J998 (Non-Nuclear Ship Repair—East). The estimated total contract value, including a base year and four optional one-year ordering periods, is $75.5 million. Work will be performed primarily within a 50-mile radius of Norfolk, Virginia at Norfolk Naval Shipyard, with potential task orders at joint bases in Charleston, South Carolina and Kings Bay, Georgia. Contractor personnel will require access to classified information, Naval Nuclear Propulsion Information, and Controlled Unclassified Information, with all personnel needing to be U.S. citizens holding a final DoD clearance of at least Secret level or equivalent. Award of contracts under this solicitation was anticipated prior to the end of Fiscal Year 2022, with interested vendors directed to monitor SAM.gov for updates on contract awards and subsequent task order opportunities.
