Question 3 Since we are just receiving the RFP today, can the government: a. Extend the period of time to answer questions by one week?, and b. Extend the period of time to submit proposal responses by two weeks?

Question 4 Is NSTS 9090-310 (series), ALTERATIONS TO SHIPS ACCOMPLISHED BY ALTERATION INSTALLATION TEAMS , invoked to accomplish alterations under the resultant contract? If yes, the entire document or just specific sections? For example, is RMMCO applicable?
Answer 4 No AIT work is planned or anticipated. Only work listed in the NNSY authorized work package.
Question 5 Will the Service Contract Act be invoked for Task Orders?
Answer 5 The scope of this requirement is subject to Chapter 65 of Title 41 (Walsh-Healey Public Contracts Act) per 10 USC 8699 (former 10 USC 7299). It is exempt from Service Contract Act per 41 USC 365(2). The FAR clauses will be revised via an Amendment to the Solicitation to reflect Walsh-Healey requirements vice Service Contract Act.
Question 6 Clause 52.212-5, page 65 requires a Small Business Subcontracting Plan which is not applicable to small business set-aside procurements. Please advise.
Answer 6 This requirement will be removed via an Amendment to the Solicitation.
Question 7 Page 111 provides a listing of the attachments to the RFP none of which were included on the sam.gov posting. Please provide.
Answer 7 The Attachments were uploaded to SAM.gov on 1/28/2022.
Question 8 Solicitation N4215822RS001 lists Attachments 0001 – 0005 on page 111. Contractor is unable to locate attachments for download. Please provide.

Question 9 Solicitation N4215822RS001 page 35, paragraph 5.1.3 states that the Government may use other information, such as CPARS, etc. to evaluate Offeror’s past performance. Page 36, paragraph 5.3 requires that the Offeror submit a Past Performance Questionnaire to each POC listed. POCs are often hesitant, some refusing to complete Past Performance Questionnaires if CPARs have been issued. Contractors have no ability to compel customers to comply with this requirement. Contractor requests that this requirement be changed to state that Past Performance Questionnaires are not required if CPAR evaluations have been completed and cover the work presented as Past Performance.
Answer 9 The requirement for submittal of Past Performance Questionnaires shall remain.
Question 10 Will the attachments to the RFP be posted to SAM.gov via an Amendment to the RFP?
Answer 10 The Attachments were uploaded to SAM.gov on 1/28/2022.

Question 12 Solicitation section 4.2.1. identifies Navsea Standard Item 009-60 as “Schedule and Associated Reports for Availabilities Over 9 Weeks in Duration; provide and manage” (this is outdated). FY’22 009-60 is titled: “Schedule and Associated Reports for CNO Availabilities;
provide and manage”. Request the government confirm the FY’22 NSI are intended and the correct title is “Schedule and Associated Reports for CNO Availabilities; provide and manage”.
Answer 12 Confirmed. The correct 009-60 Reference is "CP Schedule and Associated Reports for CNO Availabilities; provide and manage". The Solicitation instructions will be corrected via an Amendment to the Solicitation.
Question 13 Solicitation section 5.3. Past Performance Questionnaire, requires “The questionnaire shall be provided to the customer POC with instructions to complete and submit it directly to the Contract Specialist...”. NAVSEA contracts on which we have proposed in the last three years typically exclude requirement for forwarding a questionnaire to the customer POC if current CPARs are available or if performance information is included in PPIRS. Request the government confirm questionnaires are not required to be sent to customer POC for contracts which have current CPARs.

The remaining items (welder training program, nondestructive testing program) should be addressed and described in the Technical volume and WILL BE subject to the page count limit.
Question 18 Solicitation requires proposal delivery on Tuesday, 22 February, 2022. Monday, 21 February 2022 is a federal holiday. The solicitation was released late in the day, Friday, 21 January, 2022, which resulted in our company not receiving timely notification until Monday morning, 24 January, 2022. In addition, none of the attachments required to fully understand and comply with, and referenced in, the solicitation have been provided, as of this date, Wednesday, 26 January. Request the government expedite delivery of the missing attachments, and provide a two week extension to account for lost preparation time due to the holiday included in the solicitation timetable and late provision of required attachments.
Answer 18 The Attachments were uploaded to SAM.gov on 1/28/2022. The questions deadline will not be extended. The solicitation due date will be extended to 3/1/2022 (1-week extension) via an Amendment to the Solicitation.

Pages submitted in excess of the page limitations described above will not be evaluated. Offerors shall adhere to the proposal content and limitations as delineated. The table below represents a cross reference of the proposal content and whether the proposal content is included in the page limitations defined in this paragraph and delineated in Table 1. The table associated with this paragraph, and delineating page limits, is actually Table 3. Request the government confirm table 3 is the correct table to be used in identifying page limits and any exclusions.
Answer 19 Table 3 is correct. The Instructions Section 2.2 will be corrected via an Amendment to the Solicitation.
Question 20 Solicitation section 1.2.5.1. (vii) requires “all company letterheads and logos are to be removed from all paper used in the offer, and foldouts are not permitted. Request the government allow the use of foldout pages for tables and graphics, to allow offerors to conform to the minimum 9-point font requirement? Also, request the government confirm company logo is permitted on the cover page of each volume.
Answer 20 Foldout pages are not permitted. The contractor may insert a cover page with a logo. Logo should be on the cover page only. Solicitation instructions and Table 3 will be revised via an Amendment to the Solicitation to state that a cover page with logo is optional (but permitted), and will be excluded from the page count.
Question 21 Will the government exclude the following from the Volume I: Technical Capability volume 45-page limit: (1) Proposal title page and (2) MSRA and ABR documentation and proof?

Question 23 On page 39, Section 5.3 of the RFP, it states “The Offeror shall submit one Past Performance Questionnaire (Attachment 2) to each of its customer POCs identified in the Recent and Relevant Past Performance References.” If a customer refuses to complete a Past Performance Questionnaire will a CPARS alone be acceptable for a Past Performance Reference?
Answer 24 The requirement for submittal of Past Performance Questionnaires shall remain.
Question 25 Paragraph C.9.3. states “The contractor's Weld Procedure shall be documented and shall be submitted for review and approval by NNSY Code 138 during solicitation of this contract and upon request thereafter. “ Section L does not indicate where the documentation should be placed in the offerors response. Does the government intend for the offeror to provide this information in the response to this solicitation or does the Government intend for the offerors to provide this information as appropriate in task order responses?
Answer 25 Welding Procedures shall be submitted as an attachment to the Technical Volume. They will be excluded from the page count. The solicitation instructions will be revised via an Amendment to the Solicitation.
