About this opportunity

The U.S. Department of Housing and Urban Development (HUD) is conducting market research through this Pre-Solicitation Notice to identify qualified contractors to provide comprehensive IT Support Services and Technology Transformation Next Generation (H2TNG) solutions across HUD headquarters, regional offices, field offices, and data centers. The procurement will support eight functional areas within the Office of Chief Information Officer (OCIO), including the front office, Business IT Resource Management, Office of Chief Technology Officer, Customer Relationship and Performance Management, Chief Information Security Office, Infrastructure and Operations, Artificial Intelligence Officer, and Digital Business Officer. Contractors must maintain ISO 9001 Quality Management System Certification and CMMI Maturity Level 5 certifications, possess appropriate security clearances, and comply with federal cybersecurity and privacy requirements including FISMA and NIST standards. HUD will evaluate responses based on service scope and scale, resource capacity, project management capability, and ability to perform under performance-based service acquisition contracts. This procurement is not subject to any set-aside designations and is open to both large and small Schedule contractors through full and open competition. HUD is considering establishing multiple Blanket Purchase Agreements (BPAs) against Federal Supply Schedule (FSS) contracts and may award multiple contracts to qualified contractors. The US Department of Housing and Urban Development is issuing this notice as a means of conducting market research to identify parties having an interest and the resources to support our requirement for Technology Transformation Next Generation (H2TNG). Additional information about the requirement is available in the Appendix accompanying this notice. Results of this market research will contribute to determining the method of acquisition.

The contractor(s) must deliver comprehensive IT Support Services and Technology Transformation Next Generation (ITSS and 2TNG) solutions across HUD Headquarters (HQ), regional and field offices, data centers, and other designated locations.  Support shall span the functional areas of the Office of Chief Information Officer (OCIO), including but not limited to:

  • OCIO front office
  • Assistance Chief Information Officer Business IT Resource Management (ACIO BIRM)
  • Office of Chief Technology Officer (OCTO)
  • ACIO Customer Relationship & Performance Management (ACIO CRPM)
  • Office of Chief Information Security Office (OCISO)
  • ACIO Office of Infrastructure & Operations (ACIO OIO)
  • Office of the Artificial Intelligence Officer (OAIO)
  • Office of Digital Business Officer (ODBO)
