Sources Sought Notice for U.S. Department of Housing and Urban Development

Technology Transformation Next Generation

Notice No. NFNC-2026 -0310

THIS IS A SOURCES SOUGHT NOTICE (NOTICE) FOR LARGE AND SMALL SCHEDULE

CONTRACTORS. THIS IS NOT A REQUEST FOR PROPOSALS AND THIS NOTICE DOES

NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR

TO ESTABLISH A MULTIPLE AWARD VEHICLE.

1. The US Department of Housing and Urban Development is issuing this notice as a means of conducting market research to identify parties having an interest and the resources to support our requirement for Technology Transformation Next Generation

(H2TNG). Additional information about the requirement is available in the Appendix accompanying this notice. Results of this market research will contribute to determining the method of acquisition.

2. The contractor(s) must deliver comprehensive IT Support Services and Technology

Transformation Next Generation (ITSS and 2TNG) solutions across HUD

Headquarters (HQ), regional and field offices, data centers, and other designated locations. Support shall span the functional areas of the Office of Chief Information

Officer (OCIO), including but not limited to:

OCIO front office

Assistance Chief Information Officer Business IT Resource Management (ACIO

BIRM)

Office of Chief Technology Officer (OCTO)

ACIO Customer Relationship & Performance Management (ACIO CRPM)

Office of Chief Information Security Office (OCISO)

ACIO Office of Infrastructure & Operations (ACIO OIO)

Office of the Artificial Intelligence Officer (OAIO)

Office of Digital Business Officer (ODBO)

3. The applicable North American Industry Classification System (NAICS) code assigned to this acquisition are 541512 - Computer Systems Design Services – PSC codes: D300 (IT and Telecom) category, particularly D301 (Facility Operation and

Maintenance), D306 (Systems Analysis), D307 (IT Strategy and Architecture), and

D399 (Other IT and Telecom Services).

4. There is no solicitation currently, and this request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary, and we assume no financial responsibility for any costs you incur to respond.

5. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. We will treat all submissions as business confidential materials, which will become government property, and will not return the submissions.

6. We are considering establishing multiple Blanket Purchase Agreements (BPAs) against Federal Supply Schedule (FSS) contracts. Learn more about the FSS program at http://www.gsa.gov/schedules. U.S. General Services Administration (GSA) has a

7. If your organization has the potential capacity to perform H2TNG services, please provide the following information:

a. Organization name, address, email address, website address, telephone number, and size and type of ownership for the organization.

b. If you have a GSA contract: GSA contract number(s), applicable Serial Identification

Number(s) (SIN).

c. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.

d. If you anticipate significant subcontracting or anticipate teaming to deliver technical capability, address the administrative and management structure of such arrangements.

8. We will evaluate market information to ascertain potential market capacity to:

a) Provide services consistent in scope and scale with those described in this notice and otherwise anticipated.

b) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.

c) Implement a successful project management plan that includes compliance with program schedules, cost containment, meeting/tracking performance, hiring/retention of key personnel, and risk mitigation.

d) Provide services under a performance-based service acquisition contract.

9. Based on the responses to the sources sought notice/market research, we may set aside this procurement for small businesses or procure through full and open competition, and we will make multiple awards. We will not provide feedback or evaluations to companies regarding their submissions in response to this notice.
