About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is conducting a Sources Sought Notice for the procurement of JROTC Drill Rifles, slings, and butt plates. The requirement involves supplying 9,165 drill rifles, 8,998 slings, and 8,983 butt plates that must meet specific technical specifications including an overall length of 43.2 inches, barrel length of 24 7/8 inches, weight between 8.4-8.6 pounds, and a black injection-molded polypropylene construction that visually replicates the original 1903 A3 wooden stock components. These drill rifles are intended to replace existing inventory for Army JROTC units, with over 50% of current drill rifles purchased six years ago and no longer meeting competitive quality standards for drill competitions. The procurement falls under NAICS code 339930 (Doll, Toy, and Game Manufacturing) with a size standard of 700 employees. Responses to this sources sought notice are due by July 14, 2025, at 10:00 AM EST to the Contract Specialist, Kristy N. Mattingly, and interested parties must provide detailed capability information including previous experience, pricing data, and recommendations for facilitating competition.

This procurement is intended as a small business set-aside, contingent upon receiving responses from at least two qualified small businesses that can support the set-aside designation. The government encourages participation from all socioeconomic categories of small businesses, including 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. No current incumbent contractor is identified in the notice, as this appears to be a replacement procurement for aging inventory. The contract includes strict delivery requirements with a 30-day delivery schedule after contract award, with specific blackout periods including July 1-7, 2025, November 20-30, 2025, and December 15, 2025 through January 10, 2026. While no specific contract value is provided in the sources sought notice, the substantial quantities required (over 9,000 rifles plus associated accessories) suggest this will be a significant procurement opportunity. Delivery must occur Monday through Friday between 7:30 AM and 5:00 PM with specific notification requirements to USACC points of contact.
