About this opportunity
The Department of the Air Force is soliciting a contractor to provide comprehensive interior renovation services for the 1st and 2nd floors of HQ AFOTEC building 20130, including carpet removal and installation with base cove replacement, as well as painting of walls and trim. The contractor must provide all labor, materials, tools, and equipment necessary to complete the work, with specific requirements for blue commercial-grade carpet squares and Rainer White paint from Sherwin Williams. Evaluation will be conducted under FAR 13.106 using three factors: price (evaluated on individual line items and total cost), past performance (reviewing negative performance indicators), and technical approach (assessing timeline, material quality, and quotation completeness). A mandatory site visit is scheduled for September 3, 2025, from 9-11 AM, with questions due by September 10, 2025, at 1:30 PM MST, and the solicitation response deadline set for September 22, 2025, at 3:30 PM MST. The procurement follows a tiered contractor structure where Tier II contractors (carpet installers or local dealers with installers) must contact Tier I contractors for material quotes and orders.
This opportunity is designated as a Total Small Business set-aside with no incumbent contractors identified in the documentation. The anticipated contract value ranges between $100,000 and $250,000 in accordance with FAR 36.204, though the government has explicitly stated that funds are not presently available and reserves the right to cancel the solicitation before or after the closing date. Work will be performed at the HQ AFOTEC facility located in Albuquerque, New Mexico 87117, requiring contractors to obtain base access through the Contractor Gate by contacting the designated point of contact for base passes. The project encompasses multiple rooms across both floors of the building, as detailed in the provided architectural floor plans and specifications. Contractors must include their proposed period of performance as part of their quotation submission.
