About this opportunity

The Department of Veterans Affairs National Cemetery Administration is soliciting sealed bids for headstone and flat marker setting, raising, and realignment services at Houston National Cemetery. The contractor must set approximately 2,400 initial and replacement upright headstones and flat markers annually within ten calendar days of receipt and raise, level, reset, realign, backfill, and clean approximately 1,500 existing upright headstones annually, all in accordance with contract specifications and National Shrine Standards. Key contract requirements include maintaining a supervisor with at least five years' experience in grounds maintenance or construction operations, complying with OSHA standards and safety requirements, providing comprehensive quality control and reporting (daily work schedules, weekly progress reports, and weekly rework lists), maintaining a one-year warranty on all installed headstones for proper height and alignment, and ensuring all work is performed during normal cemetery operating hours (7:30 a.m. to 4:30 p.m., Monday through Friday). The government will evaluate bids considering only price and price-related factors, awarding the contract to the responsible bidder offering the lowest overall cost. Sealed bids are due February 23, 2026, at 15:00 CST, with an organized site visit scheduled for February 3, 2026, at 13:00 CST at Houston National Cemetery.

This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside contract with an estimated magnitude of construction between $1,000,000 and $2,000,000 over the total performance period, covering a one-year base period beginning in 2026 through 2027 with four one-year option periods extending through 2031. The work will be performed at Houston National Cemetery located at 10410 Veterans Memorial Drive, Houston, Texas 77038. The contractor must furnish performance and payment bonds within five days of award, post Davis-Bacon wage determinations, provide certified payroll documentation, and comply with prevailing wage requirements as established in the General Decision for Harris County, Texas. Subcontracting is limited to no more than 75 percent of total government payment for special trade construction contractors, with materials costs excluded from this calculation. The solicitation requires offerors to submit Standard Form 1442, a completed price schedule for all contract line items, a supervisor resume, a work and staffing plan, a bid guarantee of 20 percent of the bid price (not to exceed $3,000,000), and signed certification of compliance with limitations on subcontracting.
