About this opportunity

The U.S. Department of State's Jerusalem Consulate is seeking proposals for hotel rooms and services in Jerusalem through Solicitation #191S4025R0002. The procurement requires hotels to provide lodging, conference rooms, and banquet halls within 2km of the U.S. Embassy, with a capacity range of 20 to 2,000 single hotel rooms. Interested vendors must submit technical and price proposals electronically to JRSEmbProposals@state.gov by March 4, 2025, at 2:00 PM, with a mandatory pre-proposal conference scheduled for February 11, 2025, at 10:00 AM. Potential contractors must attend the pre-proposal conference and register their attendance by February 7, 2025, by emailing JerusalemProcurement@state.gov with attendee names and identification numbers. While specific evaluation criteria are not explicitly detailed in the documents, the solicitation suggests that proposals will be assessed based on room specifications, pricing, and ability to meet the embassy's comprehensive lodging requirements.

The solicitation is unrestricted, meaning no specific set-aside categories are applied, and the contract is open to all qualified hotel providers. The contract structure includes a base year with four one-year option periods, with a total potential contract value ranging from $5,000 to $5,800,000. Room requirements are extensive, mandating deluxe single/double rooms with queen/king beds, private bathrooms, air conditioning, desks, safes, WiFi, and telephones. The place of performance is Jerusalem, Israel, specifically within a 2km radius of the U.S. Embassy at 18 Agron Road. Pricing is tied to current per diem rates, with special discounts required for extended stays of 14 or more nights, and VAT applying only to rooms booked for locally employed staff. The procurement follows standard Federal Acquisition Regulation (FAR) commercial item clauses and will be managed by the Financial Management Office at the American Embassy Jerusalem.
