About this opportunity
The Government Publishing Office seeks a contractor to provide hosting, maintenance, and technical support services for two Drupal 10-based Content Management System platforms (FDLP.eXchange and FDLP.gov), with proposals due September 10, 2026, at 2:00 p.m. EST. The procurement is unrestricted with no small business set-aside.
Place of performance is Washington, DC. The contractor must deliver services on Microsoft Azure (required by Amendment C0002, effective August 31, 2026; AWS and other alternative commercial cloud hosting platforms will not satisfy the requirement), with FedRAMP Moderate certification, 99.9% system uptime, 24/7 security monitoring and critical incident support, and routine technical support during core business hours (Monday-Friday, 8:00 a.m. to 5:00 p.m. EST). Technical requirements include Drupal 10 maintenance, Red Hat Enterprise Linux 10.1 administration, RabbitMQ microservice support, MySQL database management, daily and weekly automated backups with 60-day daily and 12-month weekly retention, disaster recovery protocols with recovery time objective of 4 hours, geographic separation of primary and disaster recovery facilities at least 500 miles apart, and quarterly restore testing with annual disaster recovery simulation. All contractor personnel must complete NACI background screening before work begins. The NAICS code is 518210, Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services; PSC is DA10.
The base period runs October 1, 2026, through September 30, 2027, with four one-year option periods extending through September 30, 2031. Four Contract Line Item Numbers cover Content Management Hosting, System and Application Maintenance/Support Services, Application Support, and Project Management (capped at 80 hours per month, paid on actual-hours-performed basis). The incumbent contractor is AISN. This is a Firm Fixed Price acquisition using Best Value source selection, where technical factors are significantly more important than price. Evaluation criteria are Technical and Management Approach, Key Personnel (minimum five years' experience in Drupal-based CMS hosting and support), Past Performance (three relevant references within the last three years), and Price. Technical proposals are limited to 30 pages. Offerors must acknowledge Amendments C0001 (August 24) and C0002 (August 31).
