About this file
This file is a questions and clarifications template for the FDLP eXchange/FDLP.gov Hosting Service solicitation (PR-27-GPO-3114). The document identifies seven substantive issues requiring corrective action before finalizing the Statement of Work and evaluation criteria.
The primary concerns address conflicting technical requirements, including contradictory uptime standards (99.9% versus 99.999% versus continuous availability) and overlapping coverage periods (core hours, 24/7 monitoring, emergency support, and weekend coverage). The document requests clarification distinguishing between automated monitoring, critical-incident response, standard help desk hours, and maintenance windows. A significant issue involves the evaluation criteria requiring migration strategy and transition experience, while the SOW lacks defined migration tasks, schedules, acceptance criteria, system inventory, and deliverables; the template recommends either fully defining migration requirements or removing it from evaluation. Additional concerns include undefined Project Management hours (20 hours listed without clarification if monthly, annual, or total), undefined Key Personnel qualifications despite it being the second-most-important evaluation factor, and ambiguous language regarding vendor location and place of performance that could imply unilateral GPO control over contractor facilities. The template also raises a query regarding security concerns requiring IT approval. These issues affect pricing consistency, proposal evaluation fairness, and contract performance expectations for this multi-year hosting service supporting Drupal-based CMS platforms.

Updates/Questions PR-27-GPO-3114
SOW
1. Issue: The SOW contains multiple availability standards, including 99.9% uptime, an industry standard described as similar to 99.999% uptime, and continuous availability except for scheduled maintenance. These requirements are materially different and could result in inconsistent pricing and evaluation.
2. Issue: The SOW identifies several different coverage periods: core GPO hours of 7:30 a.m. to 5:00 p.m. EST, support available 24 hours a day and seven days a week, core support hours of 6:00 a.m. to 6:00 p.m. EST Monday through Friday and miscellaneous Saturdays, and emergency call support on a 24/7 basis.
Recommended corrective action: Clarify the distinction among 24/7 automated monitoring, 24/7 critical-incident support, normal help-desk and application-support hours, scheduled maintenance coverage, and weekend or federal-holiday coverage.
3. Issue: The SSP evaluates an application migration strategy, a transition plan, and prior experience delivering technical migration services. The SOW primarily describes continued hosting, maintenance, and support and does not provide a defined migration task, schedule, acceptance criteria, system inventory, or transition deliverables. The Market Research Report discusses consolidation by the end of FY 2027, but the SOW does not convert that objective into a clear contractual requirement.
Recommended corrective action: Either add a fully defined migration and transition task to the SOW or remove migration from the evaluation criteria. If migration is required, address the current and target architecture, data volumes, integrations, environments, DNS and certificate transition, testing, rollback, downtime, security authorization, schedule, responsibilities, and acceptance criteria.
4. Issue: The pricing table identifies CLIN 0004 for Project Management with a quantity of 20 hours. The SOW also requires recurring meetings, monthly status reports, biweekly reports, quarterly performance reports, incident reports, documentation revisions, and ongoing transition documentation.
Recommended corrective action: Clarify whether the 20 hours are monthly, annual, or total.
5. Are there any security concerns that need IT approval/review?
6. Issue: The SSP identifies Key Personnel as the second-most-important evaluation factor, but the SOW does not clearly identify which positions are key or establish minimum qualifications, certifications, experience, resume requirements, letters of commitment, or substitution procedures.
Recommended corrective action: Identify each key position and establish objective minimum qualifications. Include proposal submission requirements and post-award substitution procedures so the evaluation can be performed against stated standards.
7. Issue: The SOW states that the vendor’s location is preferred but may be changed to GPO’s Washington, DC Headquarters or an alternate computing facility. This language is unclear and may imply that GPO can unilaterally change the contractor’s place of performance.
Recommended corrective action: Clarify that work will be performed primarily at contractor facilities or remotely, identify any required onsite work and estimated frequency, state whether travel is reimbursable or included in price, address facility-access requirements, and confirm that hosting infrastructure must remain in the United States if that is required.
