About this opportunity

The Bureau of Reclamation, Lower Colorado Region, sought comprehensive maintenance and repair services for emergency electrical generators and automatic transfer switches at Hoover Dam facilities through a five-year Blanket Purchase Agreement. The solicitation (140R3026Q0002) required contractors to provide all personnel, supervision, labor, tools, materials, equipment, and supplies necessary to inspect, maintain, troubleshoot, and repair six generators ranging from 10 kW to 1,250 kW capacity, manufactured by Himoinsa, Onan, Kato Lite, Kohler, and Cummins. Key requirements included Level I Quarterly Inspections, Level II Annual Inspections with 60-minute load bank tests at 80% capacity, emergency response within 8 hours with on-site arrival within 24 hours, and personnel certification as EGSA Electrical Generator Systems Technicians or equivalent. All work had to comply with NEC, OSHA, NFPA 70B/70E, ASME, and ANSI standards. The original solicitation was cancelled effective April 1, 2026 (Amendment 0004) due to vague technical descriptions, inconsistent terminology, and insufficient detail regarding government-furnished equipment and emergency response timelines that prevented accurate pricing and fair competition.

This solicitation was designated as a Total Small Business set-aside under NAICS Code 333618 (Other Engine Equipment Manufacturing) with a 1,500-employee size standard, though the original combined synopsis indicated a Women-Owned Small Business set-aside. No current contractor or incumbent was identified in the solicitation documents. The contract period was scheduled for five one-year ordering periods from March 2, 2026, through March 1, 2031, with the first call expected immediately following award. Services were to be performed Monday through Friday, 7:00 a.m. to 3:00 p.m., with emergency work outside normal hours as required, at Hoover Dam facilities and associated Bureau of Reclamation locations in Boulder City, Nevada, and Arizona. The Price Schedule template included line items for Level I Quarterly Inspections (four units per year), Level II Annual Inspections (one unit per year), Scheduled Repairs (hourly rate), and Emergency Repairs (hourly rate) across all five contract years, though specific pricing and award values were not disclosed in the cancelled solicitation.
