2.07 DEFINITIONS AND ACRONYMS
2.07(A) Definitions Acceptable Quality Level (AQL): The maximum percentage defective or the maximum number of defects that can be considered satisfactory on the average. It is the allowable leeway from a standard before the Government will reject the specific service. An AQL does not imply that the Contractor may knowingly perform in an unsatisfactory way.
Maintenance Noncompliance: Those actions lacking and/or not taken by the Contractor to ensure that the standards and requirements of the contract are met (i.e., not in conformity with contract requirements).
Contract Discrepancy Report (CDR): A report initiated by the Government, which the Contractor is required to complete, whenever performance is unsatisfactory. The CDR requires the Contractor to explain in writing why performance was unsatisfactory, how performance will be returned to satisfactory levels, and the corrective action that will be taken to prevent recurrence.
Customer Complaint Inspection: Unscheduled surveillance of Contractor’s work prompted by the agency (BOR) receiving the service. The COR may receive customer complaints about the Contractor’s performance or quality of service. The COR may review the alleged unsatisfactory performance, verify the contract requirement and provide the Contractor notification of deficiencies, if applicable.
Defect: Each instance of non-compliance with a contract requirement. A defect may be caused by either non-performance or poor performance. Each defect is subject to deductions from the Contractor’s payment if the defect is not corrected in a timely manner as stated in paragraph 9.3.
Spot: A temporarily discolored, marked, soiled area or stain caused by a foreign substance presently or previously on the surface.
Green Initiative: The green initiative covers many facets such as: generating inspection checklists electronically instead of paper, using environmentally safe cleaners, promoting energy-efficiency, etc.
Inspection: Surveillance of the entire Contractor’s work on scheduled and random bases.
Safety Data Sheet (SDS): A document that chemical manufacturers supply with their products to describe the chemical’s general properties, its hazards, and how to safely use, handle and store the product.
Paragraph: For this contract, all occurrences within the contract text of the term “paragraph” shall be understood to include the stated or referenced paragraph and all levels of subparagraphs below the stated or referenced paragraph.
Quality Assurance (QA): Those actions taken by the Government to determine that the services received meet the contract requirements. QA evaluators are Government employees responsible for checking Contractor performance. Quality Control (QC): Those actions taken by the Contractor to ensure that the standards and requirements of the contract are met.

2.08 ACCEPTANCE CRITERIA
Work will be accepted if:
i. All tasks conform to manufacturer and code standards
ii. Reports are complete, accurate, and submitted timely
iii. No repeat deficiencies or failures are noted
2.09 SAFETY
i. The Contractor shall not require any Contractor employee in the performance of this contract to work under conditions which are unsanitary, hazardous, or dangerous to the Contractor employee’s health or safety, as determined under safety and health standards promulgated by the Secretary of Labor under Section 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327 et seq.), as amended, and the most current version of Reclamation Safety and Health Standards (RSHS), published by the Bureau of Reclamation.
ii. The Contractor shall comply with all applicable safety and occupational health requirements set forth in 29 CFR 1910, Occupational Safety and Health Association (OSHA) General Industry Standards and with the RSHS. In the case of a conflict between 29 CFR 1910, OSHA’s General Industry Standards, 29 CFR 1926, OSHA Construction Industry Regulations, and the RSHS, the more stringent requirements apply. If the Contractor fails or refuses to promptly comply with safety requirements, the CO may issue an order stopping all or part of the work until satisfactory corrective action has been taken.
iii. The Bureau of Reclamation Regional Safety Office will review the Contractor’s “Safety Program” for compliance with the RSHS. Job Hazard Analysis (JHA) submitted for approval must be site-specific and follow guidelines set forth in the RSHS. Both Safety Plan and JHAs must be submitted for approval at least two (2) weeks prior to the start of work.
iv. Reclamation’s objective is to eliminate or minimize exposure to hazards. The primary tool Reclamation uses to do this is the hierarchy of controls, which prioritizes hazard controls in order from most effective to least effective. The hazard controls in the hierarchy are: • elimination, • substitution, • engineering controls, • administrative controls, and • PPE.
Since PPE is the least effective method of hazard control and mitigates the least amount of risk, it must be used in conjunction with other, more effective means of hazard control whenever feasible. All other means of controlling a hazard must be considered and determined infeasible before PPE is selected as the sole primary hazard control.
v. All Reclamation-owned, -controlled, or -occupied facilities and construction sites shall implement Facilities Instructions, Standards, and Techniques (FIST) Volume 1-1, Hazardous Energy Control Program.
vi. The Contractor shall ensure that employees observe safe work practices in accordance with the RSHS and as appropriate for the character of the services performed. The COR will evaluate the public demeanor and ability of the Contractor’s employees to safely perform the work. If the COR determines a Contractor’s employee is unacceptable by reason of inadequate public demeanor or by reason of physical or mental impairment, the COR will contact the CO, who will then request the Contractor or CR remove the employee and provide an adequate substitute. The CR shall provide the substitute within 4 hours of such request.
vii. Reporting Emergencies, Injuries and Illnesses: The Contractor shall call the appropriate emergency services to report incidents such as criminal acts, fires, or medical emergencies. The Contractor shall call the COR immediately to report such incidents as bomb threats, chemical spills, or suspicious packages. The COR will then provide instructions on whether any action should be taken. Regional Office policies and phone numbers may be updated periodically. The Government will provide a copy of all updated policies and phone numbers to the Contractor as necessary. The Contractor shall investigate and report accidents, injuries, or illnesses in accordance with RSHS.
2.10 GENERAL WORK QUALITY STANDARDS (GWQS)
