About this file

This is a Contractor Questions and Answers document for the Hoover Dam Emergency Generator Services contract.

The document addresses eight contractor inquiries regarding maintenance and support services for six emergency generators located at Hoover Dam facilities in Nevada and Arizona. The generators include units at the NV SRF Building (Himoinsa Engine), NV Visitor Center (Cummins KTA50-G3, 1250kW), NV Lower Portal Road (Kato Lite), NV Gantry Crane (Kohler Model 80ROZ271 with Cummins 6BT-5.9 engine), AZ Portable Unit (Onan Model DGBB-5006900), and AZ Gantry Crane (Kohler Model 80ROZ271 with Cummins 6BT-5.9 engine). The government provided complete unit and engine serial numbers for all generators to support accurate parts pricing.

Key contract terms clarified include: service jacket recordkeeping may be satisfied through engineered work proposals and formal engineering service reports submitted within 24 hours of completion; Level I quarterly inspections will be priced at face value with deficiencies addressed through Change Order Requests with government approval; Level II annual inspections require load bank testing at 80% capacity for 60 minutes, with the contractor providing mobile load banks for four units while two generators have installed load banks; emergency repair response requirements include notification within 8 hours, on-site arrival within 24 hours, and work commencement within 24 hours thereafter, with excusable delays covered under FAR 52.212-4(f); records will be stored at the Hoover Dam Electrical Office with limited laydown yard space available at the contracting officer's discretion; payment terms follow FAR 52.212-4(i)(2) with an accelerated 15-day goal for small businesses after proper invoice receipt; and air filter replacement during Level II inspections will follow industry standards on an as-needed basis.

Contractor Questions and Answers Hoover Dam Emergency Generator Services

1. Do you happen to have both the unit and engine serial numbers for each of the generators? To get accurate parts pricing this is required. Especially from Cummins and Kohler.

NV SRF Building: Himoinsa Engine=C10TE1D, Model=HFW-290-T6, Serial =8102005

NV Visitor Center: Cummins KTA50-G3, Model=1250DFLC75207L, Serial number=C950572104, Spec. 75207L, Engine 33129848 Serial= 75787-40

NV Lower Portal Rd: Kato Lite Serial I M188320 S-43324, Engine=VH4D1 Serial=95110226

NV Gantry Crane: Kohler Model 80ROZ271 Spec= 70523-A Serial=167513, Cummins

6BT-5.9

AZ Portable Unit: Onan Model DGBB-5006900 Serial A020320055, Engine 4B3.9-G2 Serial 46173799

AZ Gantry Crane: Kohler Model 80ROZ271 Spec= 70523-A Serial=168032 Cummins

6BT-5.9

2. The SOW requires the Contractor to provide service jackets maintaining detailed service records and repairs to be kept on site at the Hoover Dam Electrical Office for each emergency generator and associated ATS. As part of our internal QA/QC and engineering controls, it is our standard practice to submit both an engineered work proposal prior to execution and a formal engineering service report within 24 hours following completion of each work evolution (examples available upon request).

Please advise whether this documentation approach satisfies the service jacket recordkeeping requirement.

Yes, this will satisfy the service jacket recordkeeping requirement.

3. Regarding “Level I Quarterly Inspections,” as baseline equipment conditions are currently unknown to potential offerors, please confirm whether the Government intends for Contractors to price Level I inspections at face value for the six (6) systems, and whether any deficiencies discovered during these inspections requiring corrective action may be addressed through Change Order Requests (CORs) with supporting documentation and Government approval.

Face value, deficiencies discovered (The correction) will be at an additional cost to the government when given prior approval by the contracting officer.

4. The SOW states the initial inspection under this BPA will be a “Level II Annual Inspection,” including but not limited to filter replacements, fluid analysis and correction, battery and charging system testing and replacement as required, ATS inspection and repairs, and load bank testing to 80% rated capacity for 60 minutes (mobile load bank provided by Contractor). As baseline mechanical and electrical conditions have not yet been established, please confirm whether Contractors are to price the load bank testing as a defined CLIN and treat corrective maintenance discovered during Level II inspections as COR-driven work with proper documentation and authorization.

Annual load testing will be required for all units. NV Visitor Center and NV SRF generators have a load bank installed for the contractor to utilize for this requirement. The remaining (4) generators will need the contractor to provide a mobile load bank to meet this requirement.

Any abnormal work (deficiencies) that will require additional work will be at an additional cost to the Government when given prior approval by the contracting officer.

5. Under “Emergency Repairs,” response requirements are noted as notification within 8 hours, on-site within 24 hours, and work commencement within 24 hours thereafter. Please confirm whether reasonable Force Majeure circumstances (e.g., severe weather events, natural disasters, transportation accidents, or conditions outside Contractor control) would be considered allowable delays without penalty.

The BPA will include FAR 52.212-4(f), Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.

6. The SOW requires maintenance of onsite records for all inspections, services, malfunctions, and repairs, available to the Government upon request. Please advise whether the Contractor will be provided with a designated laydown area and space for a secure office trailer or equivalent facility for record storage, parts staging, and materials management.

Hoover Dam has very limited laydown yard space available. This will be decided by the COR upon request. Records (History Jackets) will be stored on site (Hoover Dam

Electrical Office)

7. For billing and payment terms, we are assuming Net 30 payment from the date of invoice submission for both scheduled services and any non-scheduled emergency or corrective work. Please confirm whether this assumption is correct.

No, it would be an accelerated payment date for small businesses with a goal of 15 days after a proper invoice is received, in accordance with FAR 52.212-4(i)(2) Prompt payment.

8. I have another question concerning the Level II Annual Inspections. Under line item (i), it states “Replace air filters, analyze coolant (Correct any deficiencies)”. While reviewing the price list to calculate the total costs, I noticed there is only one price space for the Level II Annual Inspection. Since the Visitor Center unit is 1250kW, the air filters are higher in cost due to the generator size. I wanted to confirm whether line item (i) was intended to mean “replace as needed,” similar to the fuel and oil filters, or if air filter replacement is expected to be included regardless.

Replace the air filter as industry standards apply (as needed).
