Place of performance spans Bedford, Indiana and multiple dam locations across Perry, Monroe, Orange, and Crawford Counties. The work encompasses cut-stump and foliar herbicide application across 4.75 acres of mandatory treatment areas (Oriole, Saddle, Springs Valley, U38, Grouse Hollow, Sundance, and Whispering Pine dams), plus three optional line items totaling 1.49 additional acres (Celina, Indian, and Tipsaw dams). Key personnel must hold current Indiana commercial pesticide applicator certification in Category 2 (Forest Pest Management) or Category 6 (Industrial Weed Management), with a licensed applicator on-site at all times or registered technicians with immediate voice communication to a licensed supervisor. Contractors must achieve at least 95 percent treatment of specified areas with a minimum 90 percent kill rate for target woody vegetation. Equipment is limited to backpack sprayers or ATV/UTV/OHV-mounted sprayers not exceeding 15-gallon capacity. The contractor must provide a written safety plan, daily treatment logs, and all labor, supervision, herbicides, equipment, materials, transportation, permits, and personal protective equipment.

Award will be made on best-value basis with all evaluation criteria—technical approach, personnel qualifications and experience, and past performance—weighted evenly alongside price. Service Contract Act prevailing wage rates apply across five Indiana wage determinations. Quotations must include SF1449, signed schedule of items, technical proposal with quality control plan, three- to five-year past performance references, and personnel qualifications. Questions are due July 25, 2026. The outflow pipe area for Tipsaw Dam is excluded from scope. No site visit or partial invoicing is available.
