About this file

This is a Questions and Answers document for federal contract opportunity 12443926Q0178 issued by the Forest Service for vegetation treatment and herbicide application at dam sites in the Hoosier National Forest.

The solicitation involves three base dam sites with three optional dam sites (Celina, Indian, and Tipsaw). The offer due date is 08/02/2026 at 2359 CT. No site visit is available for interested offerors. The contract period of performance is approximately 2-3 months with no partial invoicing accepted. Option CLINs are not guaranteed at initial award and will be exercised based on bid price and funding availability. Personnel performing vegetation cutting and herbicide application must use the General Forestry Laborer wage classification, and acceptable licensing includes Category 2, Category 5, or Category 6. The outflow pipe area for Tipsaw Dam is explicitly excluded from contract scope. No aquatic treatment or associated permits are included in the contract. Site-specific safety hazards include ticks, unstable terrain, wildlife, and risk of slipping into water on either the upstream or downstream side of dams. Gate access will be provided via key at contract start and must be returned at contract end. Treatment logs and inspection requests must be submitted by CLIN but cannot support monthly partial invoicing due to the short performance period.

Q1. Offer Due Date/Time Discrepancy: The SF1449 cover page (Block 8) lists the offer due date as 08/02/2026 at 2359 CT, while the FAR 52.212-1 addendum in the body of the solicitation instructs offerors to submit "NLT 08/01/2026 by 12:00 p.m. Central Time."

Could you confirm which date/time governs for quote submission?

A1: 08/02/23 2359 CT is the correct due date and time

Q2. Site Visit: Is a site visit available or being scheduled for interested offerors prior to the offer due date? If so, please advise on scheduling/RSVP requirements.

A2: No site visit

Q3. Rare/Native Plant Species: Can the Government provide a list or description of the specific native/rare plant species of concern at each dam site, so we can accurately address the required staff experience/qualifications for working near rare plant habitat?

A3: No rare plants or species of concern exist at these sites.

Q4. Option CLINs: Please confirm whether award of the three option dams (Celina, Indian, Tipsaw) is anticipated at time of initial award or exercised later during the period of performance.

A4: Option items are not guaranteed to be awarded. They are awarded based on the bid price and as funding allows. If bid price and funding allow, they should be awarded as early as possible.

Q5. Site-Specific Safety Hazards: Given that field crews will be working on foot in vegetated dam areas, is the Government aware of any site-specific safety concerns (e.g., tick-borne illness prevalence, unstable terrain, wildlife) at these locations that we should account for in our Safety Plan?

A5: A: Ticks, unstable terrain, and wildlife are all common safety concerns anywhere in the Hoosier National Forest, including dams. There is also the risk of slipping into water on either the upstream or downstream side.

Q6: Is an organized or optional pre-quote site visit available?

A6: No site visit

Q7: Will the Forest Service obtain any required aquatic-treatment or public-water permits, or must the contractor include these permits in its price?

A7: These is no aquatic treatment in this contract.

Q8: Does the Forest Service anticipate exercising the three option CLINs at initial award?

A8: If bid price and funding allow, the forest service should exercise the option CLINs as soon as possible.

Q9: Please confirm whether Category 2 or Category 6 licensing is sufficient when aquatic-approved herbicide is applied adjacent to water and riprap, or whether Category 5 is also required.

A9: Category 2, Category 5, or Category 6 is acceptable licensing for this contract.

Q10: Which labor classification under the attached wage determinations should be used for vegetation-cutting and herbicide-application personnel?

A10: General Forestry Laborer classification.

Q11: Will keys, gate access, or Government escort be provided for restricted dam locations?

A11: A key will be administered at the beginning of the contract. This key shall be returned at the end of the contract.

Q12: May treatment logs and inspection requests be submitted separately by CLIN to support monthly partial invoicing?

A12: No partial invoicing will be accepted as the period of performance is about 2-3 months.

Q13: Can you please confirm if the price should include treatment of the outflow pipe area of Tipsaw Dam?

A13: The outflow pipe area for Tipsaw is not included in this contract.
