About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 issued a solicitation for Home Sleep Apnea Testing services on May 1, 2026, with a response deadline of May 15, 2026, but cancelled the procurement effective May 4, 2026 via Amendment 0001; a new solicitation will be issued at a later date.
The cancelled solicitation was set aside 100% for Service-Disabled Veteran-Owned Small Businesses under NAICS 339112 (Surgical and Medical Instrument Manufacturing), with a 1,000-employee size standard. Place of performance spans the Gulf Coast Veterans Health Care System campus in Biloxi, Mississippi, plus the Mobile, Alabama Community Outpatient Clinic, the Joint Ambulatory Care Center in Pensacola, Florida, and the Panama City West Clinic in Panama City, Florida. The contract period ran from June 1, 2026 through May 31, 2027, with four optional 12-month renewal periods.
The requirement specified 600 units annually. Contractor responsibilities included device preparation and shipment to patients, patient contact, return shipping, study review and upload to the VA Somnoware system, retesting at no cost if data was insufficient, and 24/7 technical support. Devices were required to differentiate central sleep apnea, register sleep time and REM/non-REM states, report apnea-hypopnea index and respiratory disturbance index, measure heart rate, oximetry, actigraphy, body position, and snoring. Devices must achieve 100 percent compatibility with the VA Somnoware system.
Evaluation was based on three factors of equal weight: Technical Capability, Past Performance, and Price. The contract was conducted as a firm-fixed-price Request for Quotation under FAR Subpart 12.6. Questions were due May 6, 2026. All offerors were required to be actively registered in SAM and to certify compliance with SDVOSB subcontracting limitations (no more than 50% of government payments to non-certified firms) and immigration law requirements.
